BioNitrogen Holdings Corp. (BIONQ)

I have two concerns, the first has to do with the selling of shares by the millions at a point when everything seems to be pointing up. Is management pouring more shares into the market and that is why this thing never seems to gain traction and rise like it should seemingly do so, I cant imagine it be investors cashing out at this point. Also the local Gov't seems to be favorable and advantageous for approvals and such with all the conservatives in the areas where Bion wants to operate but how much will regulation from the Fed play a part in Bion's ability to gain the necessary approvals from the various departments such as EPA and the like.
