L2R, I have a guess. His forces are not throwing M-80s out of helicopters. They are reported to be pushing barrels full of explosives and shrapnel, laced with cyanide gas out of helicopters.

Picture the psychological effect on a people that have been attacked with gas weapons, when the see and smell the chlorine.
