The company did not pump it, nor was there any dilution. It was the happy stocks guy, third party only. Furthermore. Get your facts straight and read the PR again very slowly. They never said a certain timeframe. You are incorrect. They stated this.

The Company expects to announce definitive details as soon as this week, following formal engagements being consummated

"as soon as this week" Meaning that it could be later, but possibly could have been announced during that week. But they never said a specific time.
