I certainly could be wrong, but I read it as there was information in the submission that could be interpreted more than one way, and needed "clarification". Not we need a whole new set of data submitted to create more information for a decision. But I neither work in the medical field nor the FDA. I believe it to be a simple clarification as stated and backed up by the positive comments of Ichim.

Guess we'll all know soon enough.
