Computer Learning

Hi all.
I’m in a great need of any advice that would stop me from going crazy, have been reading “Computer Learning” board for couple of months. The wealth of info here is outstanding.
I’m not computer savvy person, just know the basics.
Here is my issue I’m having, which I hope someone can help me resolve it.
I have Dell desktop 8500 XPS Windows 7-64bit. 2TB. I only have 37 programs installed. Don’t have any games on it. I have Malwarebytes Anti-Malware version 2.0.1.1004 which I run every day. Everything checks out ok.
When I restart pc, it takes forever. “Shutting down” it takes more than 20 sec.
After that “Welcome “screen comes up, that’s about 15-20 seconds. After I login, again 10-15 seconds before I see any thing on my desktop. I went on YouTube to check about msconfig but there are just way too many “experts” with different setup.
Can anyone advise on proper configuration for my OS Windows?
