From everything I have read, the NIE is more of an electronic warfare capture the flag. One team testing the new network capabilities and the other using traditional and electronic/asymmetric countermeasures to crack/defeat the new technologies. If there are 5,000 (which is an unusually high number because of the joint testing/training with Deep Quest) it would be split as one team vs the other. It appears that in the testing phase there are two WASPs to transfer all of the info from forward operations to base. The key here is that there are 2,500 on a team in relatively close proximity in semi-controlled testing. In reality troops will be spread all over and a network of WASPs can help all the troops communicate with each other and command to create the best results from the new network.
