Smart Ventures was headquartered in Calgary (see linked 10-Q), which apparently made them subject to Canadian securities regulations even though they were a Nevada corporation. When they stopped filing financials in 2012, the authorities of Alberta and British Columbia filed CTO's, meaning that residents of those provinces could not trade in SMVR until those CTO's were lifted.
Perhaps you could get in touch with the Alberta Securities Commission (contact link below) and show them that Smart Ventures is no longer a "Canadian" company and is current again on OTC Markets, then they might lift the CTO. Although, they may be doing you a favor by not letting you buy.
