I believe you are way over thinking what may be going on here. Things are definitely happening behind the scenes that obviously we do not know about but I seriously doubt they are for the reasons you cited ie: shareholder related and/or Hilal's so called fear of personal liability.

Anything he's doing now and has been doing since he began as a public company has always been for the purpose of growing the business. Please always remember SH are always an after thought for this guy.

I still believe SH will eventually benefit in a big way but this will come about despite Hilal's disregard for SH and simply because of the severe undervaluation coupled with leaks and finally something official from the company regarding government contracts that may be enormous.
