Criminal background check failed, a lack of funding, failure to meet requirements for security, fencing, vault security, you said it yourself! Anyone can apply and I'm sure they got a lot of undesirables like people with records or people that aren't good business people or growers, lack of experience in the field. I have two friends that applied with Health Canada for a license and they had no college experience and a few thousand in the bank with no hope of funding and limited growing experience for personal use, if that puts it into perspective.
