I have not come across a projected date but probably closer to three years for Quantum.

I found that there are 5 companies right now with plans to build refineries in ND with similar production capacities of 20,000 bbls/day for diesel: MDU/Calumet, Quantum, MHA Nation, Dakota Oil Processing, and American Energy holdings.

The current demand is said to be 55,000 bbls/day with demand expected to be 75,000 bbls/day by 2025. Looks like a glut of diesel refinery capacity isn't too far off.
