Possibly, but I think the complaints probably trickled in months before.

I had a impression that the SEC does not move that fast, but it may be post Madoff...

Halt/suspension does not happen willy nilly. I think they were trying to prevent all the insiders from selling.

You may know this,

Does the halt/suspension also suspend or stop any Form 4s from being accepted by the SEC, just curious? Maybe insiders were stacking the Form 4s for a massive dump and SEC pulled the trigger on the halt.
