Can't. What I 'know' I got off the record. BUT...just figure avg. vehicle miles in a state, multiply by appropriate taxes (state/Fed), & scale over a 10 yr avg per capita. The resultant slide in tax monies will tell you everything you don't want to know. The difference between projected funds available and obvious need going forward is freaking astronomical.

Therein lies one of the answers to why the repubs love states' rights issues so much.
