Conoil is not the operator of these blocks, so its simple for them,...either sign the agreements and pay your share....or lose it.
If they are made an offer for a full carry from the operator,then they can accept the offer or decline it.
If they decline it, then no problem...pay your percentage of the costs of production and the signature bonuses.
