insiders could have made much more money selling shares over 0.1 keeping the interest high in this stock, like many other pot stocks

I have wondered about that also.
First thing that comes to mind is that they got an email from the SEC asking questions , and bailed.
Or, they have sold all they could without dropping below the 50% needed for control.

Or, there are other deals ready to go and this one was entering into a low profitability area, sales were dropping.
