Yes. The SEC doesn't "approve" them. The examiners don't comment on the merits of the company or its offering.

But when an S-1 is filed, it appears on Edgar. The SEC's comments and the company's responses to them don't, until about a month after effectiveness.

When it is deemed effective, a notice will appear immediately. Or at least by the next day.
