Do financials submitted with the Form 211 have to be audited?
Yes, the periodic reporting requirements under NASD Rule 6530 require annual audits of an OTCBB issuer's financial statements. However, current NASD rules do not require the financial statements of Pink Sheet issuers to be audited, but they should be prepared in accordance with GAAP or, for foreign issuers, in accordance with their home country's accounting standards.
Since Grey Sheets do not qualify for short sales, the fear of short selling by the street is also eliminated. Also, because market makers may only quote unsolicited bids and asks and cannot “make a market” in a grey sheet stock, there is no concern of a market maker short selling the Grey Sheet stock either.
Grey Sheets can evolve into Pink Sheet Shells or Bulletin Board Shells by filing a Form 10 or similar registrations statement as well as a 15c2-11 application to be quoted on the bulletin board, and may even bypass the application to be quoted on the pink sheets.

The fact of the matter is right now (not to re-hash things) there are many folks wondering what the f__ is going on. --- Mr. Plant appears to be up to something (good or bad) and no one knows, except him.
Shareholders and the public need substance and information concerning material events of this publicly traded company. Plant seems to be working a certain group.
The question is, which group?
A) The public to buy shares.
B) The public to buy product.
The difference or market segment to which Plant is pandering right now is huge.

One thing I do know however; is that the behavior of the PPS and the action of its’ CEO does in fact mimic that of so many other .PK companies that have gone from 0.03 to 0.005.
Only the next month or two will tell if Plant is a liar or if he is a stand up guy.

It's a flash in the pan, PPS goes up on news from the CEO, draws a lot of 'investers', then slowly the bottom drops out, and eveyone still holding is still hoping...

Yes - Denial is a disease.
Trading stocks (both making gains or having losses are based upon greed and fear) - Watching Cyberkey and those who post on the other site are filled with one of those.
If they were truly ‘investors’ they would be calling the transfer agent and DEMANDING answers to the hard questions – BUT RATHER – they shake their pom-poms and choose to ignore (hence the definition of ignorant) the obvious.

The real question has to do with dilution.
IS Cyberkey dumping shares?
If so, it is guarantied that price per share WILL go down and not recover.
Having said that, from a pure technical standpoint; the stochastics are oversold and are moving up, a very Bullish sign. The last three Candlesticks do indicate a buying opportunity, and may be marking the beginning of an upward trend.
The question is:
Has Cyberkey swallowed the poison pill???

Will there be buying pressure? Or will the MM’s milk the PPS up anticipating a Press Release (which CKYS is due for), only to dump shares upon the news, causing PPS to drop.
True buying pressure will cause increase in PPS. But – if the company is dumping shares at best Bid, causing Selling pressure, PPS will go down.

BTW – Did anyone watch SQUM today? There were no trades (zero) not until 3:00, then there were only 4 trades total, with a volume of 49,000 shares, to close flat for the day.
All stocks are manipulated, be it penny stocks or not.
The market makers obviously run the show, and trying to determine who the AX is and following their lead will usually give you the direction the stock is headed.
But one very important issue to consider is, dilution.
Is the company dumping shares? If so, why?
But – Basic trading rules can and do apply, be it fundamental of technical analysis. For example candlestick patters work on penny stocks.

MACD, although a trailing indicator is turning up, a more reliable (IMO :) is a the Fast Stochastic. Which tells over bought and over sold positions of a security.
CKYS is Oversold and is beginning to show upward momentum. Tied with buying pressure, and PPS will follow.
0.0215 = Magic Number for Breakout
Watch for run in PPS if any trades break 0.0215
