VoIP products could face export crackdown.
WASHINGTON--After spending the last decade denouncing Cold War-era laws against overseas shipments of data-scrambling encryption products, technology firms thought they were off the hook when President Clinton finally eased the rules in 1999.
Well, not quite. The White House's decision seven years ago merely relaxed encryption rules in a few areas--and thousands of pages of export regulations remain on the law books today.

The lack of a selloff in GlobeTel (Amex: GTE) is not surprising even though all evidence leads the crowd to believe the $600m Russian deal is dead. I continue to hear that the borrow for the shorts i(s) non-existant and that short players are getting called. How high can this name go? I think $2.80-$3 is a decent resting place as the shorts scramble for stock. But longer term, can this stock really climb higher as the questions mount? We've contacted Banco Do Brasil to try and confirm the details of the 'Standby Letter of Credit' referenced in the March 17th GTE press release. The information we heard back was highly skeptical; as a rule the bank does not issue standby L/Cs on paper anymore as they are sent via the electronic SWIFT system.
Neverless, details like this never stopped the bulls behind the stock.I would stay away from shorting this name until after the current shorts get squeezed. I've dangled with the idea of going long for a few days but the risk/reward to being long the next few days isn't worth it. Still, I wish the longs the best of luck as the short squeeze continues.

To provide its services, Globetel interconnects with licensed carriers in the country it desires to provide calling services. In some countries, the Company places electronic equipment called a hub on the carrier's premises and then interconnects with their local network. The Company maintains hubs in Miami, Los Angeles, Monterrey Mexico, Sao Paulo, Brazil, and Hong Kong.
When the Company establishes service to a new country and traffic volume is relatively low, Globetel creates a virtual network connection between the two hubs. A virtual network is limited to the amount of traffic it can handle. In its International Wholesale Carrier traffic business, the Company buys and sells large blocks of calling minutes with particular origination and termination points. In some instances, Globetel enters into agreements with international telephone carriers to deliver international calls into their domestic telephone networks for termination to the parties being called. In addition, the Company purchases a bulk package of minutes to specific destinations and then resell these minutes in smaller quantities to individual and business customers. Globetel's customers prepay for these minutes or post letters of credit with its bank, securing their purchases. In July 2004, Globetel began to migrate the International Wholesale Carrier traffic operations to its subsidiary, Centerline Communications, LLC, and its subsidiaries. GLOBETEL MAY END INTERNAFTA AGREEMENT DUE TO FINANCE DELAY

March 14 (Interfax) - The U.S. corporation GlobeTel Communications Corp. may end an agreement with the Russian company Internafta to build wireless Internet networks in Russia, due to delays with financing from the Russian company, the U.S. company said in a press release.
According to the statement, at the start of March Internafta requested a deferral of payments for the project, which total about $600 million, and the Russian company promised to pay by the end of last week, but that was not done. "Internafta advised us that its funding has been approved by its bank syndicate, subject only to the bank's final review and analysis of this GTE business plan," the statement said.
"Should such a funding commitment not be forthcoming by the end of this week, or unless the banking syndicate provides written assurances to GlobeTel of the imminent delivery of such commitment, GlobeTel will have no choice but to exercise its right to default the contract for non- payment.," the statement said.
As reported earlier, GlobeTel Wireless, a subsidiary of GlobeTel Communications, and Internafta entered into an agreement to install wireless communications networks in 30 cities throughout Russia, providing broadband, VoIP and DECT technologies.
Internafta should have paid GlobeTel Wireless $600 million in four installments for the installation of an array of proprietary networks in Russia's 30 largest cities, starting with Moscow and St. Petersburg.
GlobeTel Wireless is to manage the completed network and will retain an ongoing 50% shareholding in the operations of the network. GlobeTel planned to roll out the network in three stages, comprising ten cities each, over the next 27 months.
According to the GlobeTel statement, Internafta is owned by a group of Russian investors.

Kashiwabara Token Corporation holds a controlling interest of a major cell phone system in the Hiroshima and Yamaguchi prefectures as well as the ICAN Cable television system in Japan.

Covad Communications Group Posts Narrower 4Q Loss >DVW
SAN JOSE (Dow Jones)--Covad Communications Group Inc. (DVW) narrowed its fourth-quarter losses, as the company generated more revenue and posted growth in broadband lines in service.
The provider of voice and data communications services also projects its first-quarter loss will narrow from fourth-quarter levels.
In a press release Wednesday, Covad said its fourth-quarter losses shrank to $17.9 million, or 7 cents a share, from $26 million, or 10 cents a share, a year earlier.
Fourth-quarter revenue rose 5.5% to $113.7 million $107.7 million.
The company ended the period with about 567,175 broadband lines in service, up 6.4% from 533,240 a year earlier. Broadband and voice over Internet protocl subscription revenue rose 8.3% to $98.3 million.
Analysts surveyed by Thomson First Call expected Covad to report a fourth-quarter loss of 10 cents a share on revenue of $114.2 million.
For the first quarter, Covad expects a loss of $13 million to $16 million on total revenue of $115 million to $120 million.
According to First Call, Covad posted a loss of 10 cents a share and generated revenue of $108 million for the first quarter of last year.
