TOKYO - Government incentives in Europe and Japan to buy green vehicles are gradually lifting sales at Japan's automakers, offering a bit of relief to the battered industry.
Mazda said Wednesday that production at its Japanese plants will return to full capacity next month as demand in Europe recovers amid government stimulus measures.
And demand for hybrid cars is strong: Toyota says orders for its new hybrid Prius in Japan are booming, while Honda's rival offering, the Insight, was the top-selling vehicle in Japan in April.
Japanese automakers say the recovery in demand appears to be partly stimulated by "scrap incentives" -- tax cuts or rebates for consumers to scrap their old cars and buy ecological vehicles.

BANJA LUKA, Bosnia, May 9 (Reuters) - Bosnia's Serb Republic government said on Friday it is close to clinching a 170 million euro ($263 mln) deal with U.S. conglomerate General Electric (GE.N) to help it rebuild its devastated rail network.
"The contract could be signed in a month's time", the Prime Minister of the autonomous region, Milorad Dodik, told a news conference after a meeting with the company's officials.
Dodik said the project could start in September.
In the first phase of modernisation, GE would provide the equipment for the construction of a high-speed railway section connecting the northern towns of Doboj and Banja Luka with the northwestern town of Prijedor.
Bosnia's road and rail network, as well as much of its utility infrastructure, were destroyed in the 1992-95 war among its three ethnic groups -- Serbs, Muslims and Croats.
So, it should be safe to say "GE" is serious about investing in the former balkans, Not just Serbia,

Green Star Alternative Energy Developing 20 MW Wind Power Project

Green Star Alternative Energy, Inc. (Pink Sheets:GSAE) announces the development of a new wind energy project in the Republic of Serbia. The 20 Megawatt (MW) Belo Blato wind farm will be the initial phase of a 300 MW development plan. It will be the country’s first alternative energy project to generate renewable, emission-free power from wind. Green Star is acquiring alternative energy development and power trading company Notos d.o.o. to become Serbia’s first wind power developer. Green Star expects the Belo Blato project to come online by second quarter 2009.

Green Star Alternative Energy Announces Notos Evaluating Additional Wind Farm Locations

Green Star Alternative Energy, Inc. (Pink Sheets: GSAE) announces the acquisition of additional wind measurement systems from NRG Systems. The Company is obtaining 4 complete NRG – NOW – Symphonie structures.
These wind sensors will be provided to Notos d.o.o. and assist Green Star in further evaluating targeted wind farm locations within the Republic of Serbia and Europe. The Company’s development plan includes 300 MW of installed power capacity - producing renewable, eco-friendly electricity from wind energy.
