I don't know for sure about WSRC but for sure SMVWCD has been trying to get FEMA funding since 2017 when they had huge sediment issues. They were denied because they didn't have good historical records and study to prove that sediment came from the 2017 storms (FEMA wasn't willing to pay for long-term build-up). After their request they did a study and in 2019 issued a 57 page report showing how much extra sediment built up that year (2017) and are still trying to get funding which is why this has in my mind a pretty good chance at being partially true.

100% Twitchell Reservoir/Dam inlet/outlet has a serious sediment issue per report: "Sediment levels at the Intake Structure itself have increased 43.4 feet, inundating the lower portal opening, and inundation 3/4 of the upper opening and trash racks.

the big catch here is it isn't 100% getting funded. That being said, the recent emergency act is a huge plus as well as recent CA storms to bring attention to this issue. If they don't get FEMA or federal $ this will have to get funded at state or agency level. This Dam construction was passed by Congress so chances of federal are much higher. This sediment issue will be addressed in the not to distance future. Big question is how and who gonna be a part. As of now, Id say MSL appears to be in the front of the line and has the best chance.
