As the theatre of conflict widens in West Asia with Israel taking on the militant Hezbollah in Lebanon, oil prices have soared above $78 a barrel pushing stocks across the world down and generating fears of a new petroleum crisis.
India too has been hit but the government is clinging to the hope that the hostilities between the two will be resolved and it won’t need to revise oil prices. So far, however, there is nothing to suggest that either the Hezbollah or Israel will see reason.
In recent weeks, Israel has been conducting a military offensive in Gaza to free one of its soldiers captured by the Hamas. Now it has opened up a front with Lebanon after the Hezbollah sneaked across the border and captured two Israeli soldiers.
Israel has responded with disproportionate force. In Lebanon, it has knocked out the Beirut airport, highways and other key infrastructure killing at least 66 civilians. In Gaza, over 76 people have perished in the Israeli assault.
But will the policy which Israeli prime minister calls ‘maximum response’ work? Unlikely. While the provocation clearly came from the Hamas and the Hezbollah, Israel’s vicious reaction has left even the US uncomfortable.
Though Washington has not condemned the Israeli attack, the Bush administration has disapproved of both the collateral damage and the destabilization of the Lebanese government. But much of this disapproval will dissipate in the light of the intemperate remarks made by Iran and Syria against Israel. The image once again will be that of Israel as the victim against hostile Arab neighbours.
Could Israel have pursued another path to resolve the crisis? Perhaps it could have sought to build up international pressure on Hamas and the Hezbollah. But that would go contrary to the stated Israeli policy of responding with a heavy hand against any act it sees inimical to its security. There are advantages of this method, certainly, but the collateral damage it imposes, in the shape of civilians being killed, is certainly unacceptable.
Israel may eventually secure the release of its soldiers but it will have created even more enemies in its neighbourhood. A more measured response would not only have won Israel greater international goodwill but it may also have speeded up the release of the kidnapped soldiers. As things stand, the entire region looks heading for another conflagration, which could be detrimental to international peace and stability.

UN council keeps silent on Israel-Lebanon conflict

UNITED NATIONS (Reuters) - The U.N. Security Council on Saturday again rejected pleas that it call for an immediate cease-fire between Israel and Lebanon after the United States objected, diplomats said.
Washington argued in closed-door talks that the focus for Middle East diplomacy for now should be on the weekend summit in St Petersburg of the Group of Eight industrialized nations, council diplomats said.

It was the sole member of the 15-nation U.N. body to oppose any council action at all at this time, they said.
"We would expect much more from the Security Council," Lebanese Foreign Ministry official Nouhad Mahmoud told reporters after the council meeting, singling out the United States for blame.
While Washington has been very supportive of the Lebanese government in the past, "when it comes to Israel, it seems things changed," Mahmoud said. "Destruction is still going on, people are still dying ... and here we are impotent."
The council planned another discussion of the conflict on Monday, and hoped to soon begin work on a "substantive" response to the conflict, said French U.N. Ambassador Jean-Marc de la Sabliere, the council president for July.
The Monday meeting would be the council's third since Hizbollah guerillas crossed over into Israel last week and captured two Israeli soldiers, triggering an intensifying military response by Israeli forces that has been met with a steady rain of Hizbollah missiles into northern Israel.
The Lebanese government called on the Security Council on Thursday to adopt a resolution imposing a cease-fire.
The plea was renewed on Saturday by Qatar, the council's sole Arab member.
Separately, Israeli Prime Minister Ehud Olmert assured the United Nations that Israeli forces would not interfere in a plan by U.N. peacekeepers to move Lebanese villagers living along the border with Israel out of the line of fire, U.N. peacekeeping chief Jean-Marie Guehenno said.
Olmert's assurances came in a Saturday telephone call to U.N. Secretary-General Kofi Annan, Guehenno said.
Israel's Northern Command had previously warned U.N. peacekeepers to keep out of a zone several miles wide running along the Lebanese side of the border, he said.
Such an order would have been "impossible to comply with, unacceptable," Guehenno told reporters.
Olmert's assurances cleared the way for the peacekeepers to try to move the civilians on Sunday, he said. Arrangements would also have to be worked out with Hizbollah, he added.
