The Nerchinkiye Agreement provides for the transfer the balance of an additional 121,635 tons of tailings (the “Second Consignment”). The Second Consignment is to be delivered to UniverCompany, provided the UniverCompany requests this consignment by December 30, 2008, provided, however, that UniverCompany is under no obligation to do so. If UniverCompany requests the Second Consignment, 632,270,669 rubles (approximately $24,614,422) must be paid in equal monthly installments between 2009 and 2012.

The situation with Gutseriev is simply the wildest thing. remember Malyshev going for Transpetrol against Gutseriev? Remember Russneft and the auctions on saratovneftgaz? And MOL's relationship with Russneft (which made Malyshev ticked off at both, one of the reasons for sale of MOL assetts), not to mention obneftgazgeologiya (the name on the NWOG licenses posted on investment projects at the website has name surgko, who worked for obngg - - he used to work for Russneft). Then also we know that NWOG was working with Russneft on the oil extraction on the license site at Shalinsky (read inestment projects report).
The Jordanian refinery article begs the question who is building these refineries. is it stroytransgaz?
This company NWOG is just bizarre. It's like looking at an illusion. I'm continuing to look at it, but I'm afraid the mystery only gets more profound the more one looks.

Les enquêteurs de la Division des enquêtes sur les crimes économiques de la Sûreté du Québec ont remis une sommation à [__] 57 ans de Montréal. Ils mettent ainsi un terme à une enquête de plusieurs mois. Le suspect devra faire face à une série de 16 accusations, soit 8 accusations de fraude ainsi que 8 accusations de vol.
Le suspect est propriétaire d'une compagnie, il recrutait des investisseurs par l'intermédiaire de courtiers rémunérés à commission. Le suspect promettait à ses victimes un taux d'intérêt de 26% sur un an. Il prétendait également que le capital investi était garanti par des obligations du gouvernement fédéral.
L'argent ainsi obtenu aurait été utilisé à des fins autres et les victimes ont perdu les sommes confiées au suspect. Les montants investis vont de 5 000 $ à 100 000 $ par victime. L'enquête portait sur des fraudes et vols totalisant 345 000 $. Les infractions ont été commises entre juillet 2002 et mars 2003, dans les villes de Lac-Mégantic, Montréal et St-Jérôme. Au début de l'été, la Sûreté du Québec a accusé [] de fraude et de vol. L'homme de 57 ans est à la tête de plusieurs entreprises établies au centre-ville de Montréal, notamment Admin Express, C to C Group et le Fonds de protection d'investissement Faubourg.
[] recrutait des investisseurs par l'entremise de courtiers rémunérés à commissions, explique la Sûreté du Québec. À Lac-Mégantic, il s'agissait de Serge Durand, un homme bien connu dans la région qui inspirait confiance, racontent les victimes.
Au début de 2003, M. Durand a fait signer aux investisseurs qu'il avait recrutés des ententes de souscription pour l'achat d'actions de la compagnie d'exploration minière Provenor (aujourd'hui Pro-Veinor). Mais il leur a demandé de faire le chèque au nom des Services financiers Faubourg.
En 2003, [] a bel et bien procédé à un investissement dans Provenor, par l'entremise d'une compagnie à numéro, a confirmé Gilles Provost, vice-président de Pro-Veinor. Les actions ont été émises à 10 cents, puis consolidées à raison de quatre pour une. D'une valeur consolidées de 40 cents, les actions ont baissé à 20 cents à la fin de 2003, pour ensuite grimper à 1,60 $ en février 2004. Le titre est encore inscrit à la Bourse de croissance. Mais il ne vaut plus que 5 cents.
Les investisseurs de Lac-Mégantic n'ont jamais profité de l'ascension du titre. Ils devaient récupérer capital et intérêts avant Noël 2003. Mais on leur a dit que le paiement était en retard à cause du temps des Fêtes. Après plusieurs appels, [] est venu les rencontrer, en février 2004. Toujours la même chanson, les mêmes promesses que l'argent serait disponible bientôt.
Découragés, les investisseurs ont finalement porté plainte à la police et à l'Autorité des marchés financiers.
[] a été formellement accusé le 23 juin dernier, au terme de plusieurs mois d'enquête. Il doit retourner au palais de justice de Lac-Mégantic le 20 octobre. « Il est passible de 14 ans de prison. Ce n'est pas une fraude comme on en voit souvent », a indiqué le procureur de la Couronne, Pierre Proulx.
« Il n'a pas plaidé coupable », a dit de son côté Me Richard Shadley, qui représente []. Me Shadley a déjà défendu l'ancien dirigeant de Cinar Ronald Weinberg, entre autres célébrités. L'avocat a refusé de commenter le dossier de []. « J'espère qu'il sera assez intelligent pour ne pas discuter de ses affaires avec des journalistes », a-t-il ajouté. [] n'a pas répondu à nos appels.

« La firme a été active au Québec sous une forme ou une autre depuis 1986. Le groupe de compagnies C to C comporte 16 entités offrant des services professionnels et 11 offrant des services financiers. Vous travaillez avec l'une des entités de services financiers, Services financiers Faubourg. »
Selon les registres des entreprises du Québec et du Canada, [] dirige effectivement Ressources corporatives C to C, qui est installée au 11e étage du 1200, avenue McGill College, à Montréal.
Selon les registres, [] est aussi à la tête du Fonds de protection d'investissement Faubourg, situé au 22e étage du 1250, boulevard René-Lévesque Ouest, à Montréal. Sur Internet, cette entreprise se présente comme un fonds privé d'assurance pour les investisseurs, offert uniquement aux clients de C to C Corporate Ressources.
[] était aussi derrière la Fédération canadienne des clubs d'investissement (aujourd'hui dissoute), qui avait ses bureaux au même endroit que C to C, toujours selon les registres. Sur Internet, on présente la Fédération comme un organisme à but non lucratif qui cherche à aider ses membres à obtenir des rendements supérieurs à ce qu'ils obtenaient avant de devenir membres.

Sur le site Internet de cette firme, on s'adresse aux acheteurs de maison et à tous ceux qui doivent renouveler leur hypothèque. « Vous rembourserez votre hypothèque en sept ans au lieu de 20. Vous économiserez des milliers de dollars. Il n'y a pas de risque », affirme-t-on.
No info on how the case turned out, what's going on now, from discussion looked like charges might not have gone through. These are just discussion forums, so not a definitive statement.

Looks like Homs refinery - - all refineries in Syria - - get the basic crude from Iraq.
I've been focusing on Homs, but this new article you posted today seems to be talking about a refinery in Damascus, so it just keeps being mysterious.
If NWOG is situated in this country and peace breaks out, that would be something.
I am very interested that al waseet didn't work out. malyshev specifically spoke about "the Kuwaitis". my impression is that this was a franchise situation from the start (al waseet is a franchise around the world) and has set ways and weren't budging - - I think it must have really bothered Malyshev to call the deal off entirely . . . probably hit a sore spot, perhaps with NWOG's other relationships in Russia.

Here's how I think I'm going to handle responses - - it seems that when you press "comment" after each post you get a pop-up; I enabled the anonymous post function just now so you can do that button in the pop-up and just sign your name any way you want to identify yourself.
The response remains in a pop-up, I don't think I want them on the main post - - but I think I'm going to take the really good responses and simply post them as "contributor articles" with full title on the posts themselves whenever I get a good one. Otherwise they can stay in the pop up for people to see. if people abuse the anonymity I'll figure something else out and simply delete them bad ones.
it's simple: be informative and avoid attacking people and bad language and you'll be fine.
The main idea is to post substance, not have a "discussion" necessarily; not a discussion board, but a place to post thoughts and ideas.
I'm hoping someone will test it out today:)

Actually - - you have open invitation to be a contributor and you can PM me at gmail address and i will Post as an "article" or "correspondence" or "letter" whatever you wish - - labelled in the title of the post, if you want to do it that way. i think I will invite others for similar deal and maybe that can get the insights flowing and not jeopardize anyone's anonymity.
I'm going to look at it again and see if I can get things more anonymous - - there's probably a feature that can do that. i will write if I find it. yes, i'm sure there's been some comment, so it is important for folks like you to be able to have your say.
