Russian news...
Duma to hear platinum export bill 15th October 2008
Read more about the platinum group metals markets in Johnson Matthey's bi-annual reviews click here.
The State Duma, the lower house of Russia's parliament, is set to hear a bill relating to the export of platinum group metals today (Wednesday, 15th October), it has been reported.
According to official Russian news agency Itar-Tass, the bill concerns the state control of platinum group metal exports, which the Russian government believes "runs counter to Russia's antitrust laws and is excessive in the conditions of Russia's forthcoming accession to the World Trade Organisation".
At present, state company Almazyuvelirexport controls the export of platinum group metals, and as such deals with organisations including the Central Bank of Russia and Norilsk Nickel.
However, the status quo will be examined in the Duma with all three readings of the bill tipped to be carried out in the same day.
MP Oleg Morozov, first deputy speaker of the Duma, suggests that this will be of great benefit to Russia.
Quoted by Itar-Tass, he said the end of the platinum exporting monopoly "will boost our competitive capability on the international markets of precious metals".
Norilsk Nickel is a prominent producer of, amongst other metals, platinum, palladium and nickel.

Gold Fields cools it heels on platinum

[miningmx.com] -- GOLD Fields will put its platinum prospect in Finland back in the drawer as it seeks a way to extract value from it after North American Palladium "PAL" decided not to continue with it, said CEO Nick Holland.
Gold Fields and NAP has a joint venture agreement struck in October 2005 that NAP could take up to 60% of Arctic Platinum Project (APP) by spending some $12.5m on the project and make a decision before the end of August 2008 if it was going to build a mine there.
NAP found high steel and diesel prices as well as the strong euro against the dollar weighed against starting a project at APP which has about 12 million resource ounces. The project reverted back to Gold Fields at the end of August.
The holding cost for Arctic Platinum is low so we’re under no pressure to do anything with it,” Holland told Miningmx. “We can put it in the bottom drawer.”

He can take us up based on internal growth and performance, external growth through acquistions, or sell us at a nice price point... doesn't really matter to me... but I'm confident he'll do one of the above.
