IW2, if Tarach-1 hits, money (non toxic) should be no problem, imo.
Rig 106 sure has been mobilized for a long spell!
Starting to think that may be the normal put-off over there when a rig is delayed on another hole.
That is not an easy/quick rig to move. I drilled days on one almost exactly like it except for the derrick (ours was a 1.5 million lb triple) and it took two cranes and a rig up tandem just to set the derrick on sub and derrick stand. The draw works, doghouse and everything on the thirty ft sub requires a crane.
I'd think 3-4 days to rig up after on location and it may be longer over there.
Damn nice rig, Oldoil should hire it when done!! :)

Doc, conductor pipe is normally only one joint and set and cemented by a small rig before the big rig gets there. They will nipple up on it and install a riser to get the cuttings & drilling fluid high enough to flow into steel pits. 20 inch surface pipe is 20 3/4 OD and goes from ground level to below usable water and is cemented from top to bottom. That may be a few hundred feet to 2-3 thousand feet, I don't know over there.
The intermediate (and they didn't say what size) goes from ground level to just over 8000 ft, in this case, with 400-500 ft of cement at bottom, whatever it takes to hold the expected pressures there. Then after that they can nipple up on that and drill the final 1800 ft for the liner.
I could type all day and still not explain every detail about everything they have to do. :)

I gave an example of what we always used. They said 20" surface and a 7" liner at the bottom. Keep in mind that they have to have a bigger hole in order to get it in and have a good cement job. The sizes may vary a bit but will be very close imo.

I do know they were very slow reporting rig moves & release in the JDZ.
O-C, the way Tarach-1 was setup to drill sure makes me think CEPSA is pretty sure of a producer. Not a quick, cheap test hole for sure. In fact, it is setup the same as the 3-5 mile deep, high pressure wells we drilled in the basin.
30" conductor, 26.5 hole at least 100 ft below potable water, cement 20" surface pipe top to bottom, nipple up on that and drill a 15-16" hole for 10 3/4" intermediate, nipple up on that and drill 9 7/8" hole for 7" OD liner.
Not a quickie, imo.
c) The Tarach-1 well is designed to drill from a 20-inch surface casing through intermediate casings down to 2,442 meters and set a seven-inch liner down to total depth (TD) of 3,000 meters.

Dig, not knowing what type of rigs they use over there it would be a WAG.
It will need at least a 10,000 foot rig, normally 900-1000 hp, 300,000 lb set back derrick and by them setting conductor pipe, a 14-16 ft sub base to clear steel pits and BOP stack.
Something along these lines but they do build portables that will drill that deep.

As slow as they reported a rig move and release of the drill ship in the JDZ, they may already be drilling. Just a thought..
