Anyone who has been ripped off by Zwagbox, even by not getting one Zwagbox, could report it to the Florida Attorney General. There is a complaint form on the site. In my experience, the Attorney General often does deal with these types of things and demands restitution from the perps.
In addition, he may have committed wire fraud and mail fraud by using credit cards and the US Postal Service in Zwagbox. These are often federal charges, particularly mail fraud, but should be reported to the FBI. If he didn't send out the Zwagboxes, the mail fraud may not stick, but wire fraud is a very broad charge. It basically means using electronics to commit fraud. Credit card and internet scams are examples of wire fraud.
I did not buy a Zwagbox, and can't make a complaint like this, but anyone who did, can.
