To say that someone starting a business had to start with less than desirable financing, like it's a somehow negative thing, is like saying the moon has to go to sleep before the sun comes up, childish.
How do you think most businesses get started? Someone with a good idea meets someone/some group with money that believes in the idea.
We will see if the money comes, but the idea is solid.

Over the past 40 years there have been numerous expansions at existing refineries, however they are not designed for light crude. They have to mix heavy crude in with it. MMEX is being designed to take advantage of the light crude in the Permian.
I'd rather see charts than some of the bloviating on here.

Incorrect. Magellan Midstream is a condensate splitter. Read the second paragraph in your link: "However, the newest refinery with significant downstream unit capacity is Marathon's facility in Garyville, Louisiana. That facility came online in 1977 with an initial atmospheric distillation unit capacity of 200,000 b/cd and as of January 1, 2017 had a capacity of 543,000 b/cd."
As I've said before, this will be the first NEW refinery in 40 years, the rest were additions to existing refineries.

"No refinery has been built in 40 years". While correct, it is very misleading. No new ones have been needed because they just expanded existing ones. The difference here is that the type of crude in the Permian is so much lighter than what existing refineries are set up to process.
Also, even if this started as a share selling scam (no evidence), they tripped right into a position where it's way more profitable to just build the damn thing. Saying Jack has been in some businesses that didn't work out is not evidence.
