Why does it matter how much it cost? They still own it lol. Apparently the previous owner is very enthusiastic about the project and wanted to encourage its development. Try not to be jealous.
Anyway, when they're done with it it'll be worth hundreds of thousands. Better buy some shares now before it's to late.

I would just like to point out that even after your partial analysis and opinion, even pointing out the discount price they were able to negotiate for the purchase of the property, MMEX Resources still owns the 126 acre block of land right next the beautiful town of Fort Stockton.
Incidentally, this piece of property has recently had geo-technical engineering studies performed on it in order to properly design the foundation for the facility.

MMEX should be acknowledged for the effort they are putting into this project. Truly a huge undertaking. Only the qualified can build an oil refinery from scratch. Top notch modern construction takes time!

Why would he ask for a concession from Fort Stockton when he will through taxes help build a new school? that makes no sense. The tax revenue from this new oil refinery will change the town very quickly while raising the quality of life for its residence. Check out how town governments earn tax revenue. This is big stuff.
You claim blatant scam yet MMEX keeps getting small construction loans to keep progress moving forward. Either these banks are crazy or they believe in the project and Jack Hanks has REALLY GOOD CREDIT because he's a REALLY GOOD BUSINESSMAN. I'm going with the latter.
Your link refers to upgrades, rebuilds and expansions. MMEX is brand new and being constructed with the most modern, environmentally friendly, efficient and safe equipment components and systems available. Truly a historic project that will get lots of attention.
