No stock can be QUOTED below 0.0001. But--and this was probably an oversight on the part of regulators--nothing says they can't TRADE below that figure. CMKX did, for month. I think the lowest the price to sell got was 0.00003. It wasn't a "bid", of course, because there was no quotation. There were traders at those levels, though, some of them retail investors.
PAIM also traded below 0.0001 for awhile.
