I don't typically reply to the bots on this page as your motive is to continue fear mongering to get people to sell for your gain. I thought I'd take the time to refresh my understanding, so I reached out to Jim S for clarity. Jim's reply related to current permitting and forward looking permits:
• We have obtained our Construction Air Permit from the State of Nebraska, which allows us to proceed to a construction start. That permit does not expire, although if material changes are made to the Project’s emissions profile, it will be updated. We do not anticipate any such update as causing an unexpected delay in our construction start (which can commence once project financing is obtained).
• We have obtained a Special Use Permit secured from Johnson County, Nebraska, which is the key local land use permit for the Elk Creek Project. This permit does not expire.
• With regard to federal permits, the Project is designed to avoid impacts to federal jurisdictional waters and other features and does not require a major federal permit.
• EXIM will conduct an environmental review as part of our loan approval process which will include a National Environmental Policy Act (NEPA) analysis. We do not anticipate any major issues with that review given that, absent the federal action (funding) from EXIM that triggers the need for a NEPA review, the Project does not on its own trigger a NEPA analysis.
There are a variety of other permits that we must obtain, most of which are operational in nature and which have been integrated into the project execution schedule. All of these permits are shown in the 2022 Feasibility Study, starting on page 457, which you can download via our website. We don’t have any significant concerns with securing all of these permits.
I'm making the point that local leaders (Gov/State/local) have overwhelmingly supported this project. Examples: Permitting completed; Roadway and bridge widening on the highway from Tecumseh to mine site. I'm not referring to the funding of the project, only that there is great support for this project in Nebraska.

When NioCorp 'extinguished' this debt, I'm reading that they paid it off in full.
If I'm understanding this correctly... They wouldn't pay off the debt unless, they knew they had a future source of funds in the near horizon.

Engineering Multiplier Program
EXIM’s existing Engineering Multiplier Program (EMP) provides direct loans or guarantees of commercial bank loans for pre-implementation stage technical services for foreign projects. EMP loans have a maximum five-year loan repayment tenor, which may be folded into the long-term financing of covered projects if they proceed with EXIM support with tenors of up to 18 years and 22 years if eligible under the Climate Change Sector Understanding (CCSU).
The EMP is designed to generate additional exports of U.S. goods and services overall (the "multiplier effect"), since the foreign buyer is more likely to procure U.S. equipment and construction services for a project for which U.S. engineers, designers, architects, and/or environmental analysts undertook the feasibility study, design, and other pre-project work. EMP loans finance feasibility studies, pre-construction design, engineering, architectural and environmental services undertaken prior to commencement of the implementation phase of a physical project.
Tax benefit. I bought NioCorp averaging $0.63 pre split. Much of my share were purchased with pretax dollars. I'm thinking of converting these to a Roth. Basically, pay taxes on the current (much lower) value which the stock is right now. So when this gets financed, future returns will be tax free.
Thoughts on this strategy? If dividends are paid in the future, would those be tax-free as well under a Roth? TIA

I’ve been here 11 years. Mark, Scott and Jim are solid men whom I trust. Over the years the offering of minerals has expanded as well as the purity. I have no problem waiting another year. EXIM Is going to happen. This recycling of rare earths is going to lock us in yet another angel of the value stream and check one more box of government requirements and desires.
