Following a competitive bid process for new software for the Young County Sheriff’s Office, the County Commissioners Court voted unanimously to accept a deal from law enforcement software company COPsync.
COPsync presented an initial offering of a multi-year lease at a 3.985 percent interest rate, but the court accepted a new, four-year lease with an interest rate of 2.65 percent for a total interest rate savings of $985, and the motion to accept the deal was voted on Dec. 22.
“To my understanding, at the last (County Commissioners) meeting (Dec. 8), we had approved the COPSync purchase,” County Commissioner Mike Sipes said. “We were only discussing the financing end of it, and we’ve come back with a better financing option, which, I would move that we accept.”
Billy Hughes of American National Leasing also helped bring the rate down to what commissioners said was a much better deal at about $13,000 per year through 2017.
COPsync is a company that offers mobile applications that enable officers to instantly access local, state and federal law enforcement databases, gather information at the point of incident and immediately share critical data with all officers on the COPsync network.
When the offer was first presented at the Dec. 8 Commissioners Court meeting, it amounted to about $13,267 per year.
The package breaks down to $29,746 total for COPSync computers and support and $20,351 for computers and accessories, plus a $100 documentation fee for a grand total of $50,197.
On Dec. 8, Young County Sheriff’s Office Chief Deputy Jim Budarf said his office utilizes COPsync for writing citations, and it also has a messenger capability that allows officers to communicate with dispatchers without using radio airwaves, a feature that can enhance officers’ safety, depending on the nature of the call.
Officers also use the software to write reports and keep track of evidence. But, Budarf also said the software had much more potential to help officers.

The Young County Sheriff's Office has brokered a new deal Monday, Dec. 8, with representatives from COPsync through the Young County Commissioners Court to update its computer software.
As a company, COPsync offers mobile applications that enable officers to instantly access local, state and federal law enforcement databases, gather information at the point of incident and immediately share critical data with all officers on the COPsync network.
The deal amounts to $14,390, a bill due by April 1, 2015, and breaks down to 11 full-time COPsync software licenses at $99.95 apiece for a total of $1,099.45 a month, and five COPsync software reserve officer licenses at $19.95, or $99.75 a month.
The YCSO utilizes COPsync for writing citations, and it also has a messenger capability that allows officers to communicate with dispatchers without using radio airwaves, a feature that can enhance officers' safety, depending on the nature of the call.
Officers also use the software to write reports and keep track of evidence. But, according to YCSO Chief Deputy Jim Budarf, the software could be of much more use to officers.
“There's a lot more about COPsync that we're learning,” Budarf said. “But we're not using it to its fullest extent.”

Thanks to a grant from the Wichita Falls Area Community Foundation - Royal C. “Bingo” Kinder Donor Advised Fund, the Archer City Police Department now has COPsync installed in each police car, a sophisticated piece of technology that can mean the difference between life and death in critical situations. The grant provided for the full cost of the hardware, installation, training and 3 years subscription to the COPsync Network Service totalling nearly $20,000 dollars.
The process began nearly a year ago when Police Chief Joe Burton first applied for the grant, but because mutiple law enforcement agencies are involved, aprroval from each one one is necessary.
One of the fundamental challenges to law enforcement is the speed and reliability of communications, in both gathering and sharing information. From the solitary patrol officer to multi-department, task force operations, cops rely on the radio as their lifeline for everything from information to back-up.

Last week, GoLocal Worcester reported on the unfortunate trend of school bomb and shooting threats in the Central Massachusetts area. Between January 1 and November 12, in Massachusetts, there have been 21 bomb threats and three shooting threats. During the same period of time, there have been 250 incidents of threats across the country, including 65 shooting threats and 24 deaths.
Brandon-COPsync, a Danvers based company, may have the solution to these bomb threat scares.
"This is not a panic button or 911. This is a very powerful software platform that links schools directly to police officers," said Don Flanagan, CEO of Brandon-COPsync. "For the first time, police actually will have the understanding and knowledge of where the threat is coming from."
What is Brandon-COPsync?
Brandon-COPsync is a real-time school safety threat alert and notification system throughout communities in Massachusetts. According to Flanagan, "the entire state of New Hampshire is deploying this software-based solution to help significantly reduce the time from when an alert is activated to the time police show up at school during some type of threat."
The software connects the staff of a building under potential threat with the five officers closest to the building’s location and dispatch.The software features an alert system with an interactive map and chatroom.
"We don't require any infrastructure or any servers. As long as police have laptops in their squad cars and schools have laptops we can work with them," said Flanagan, former legislative counsel to Massachusetts State Police. Everyday, Brandon-COPsync does a comprehensive analysis of school threats in the United States. With the software, schools and law enforcement can dramatically reduce response time from eight to ten minutes down to seconds.
Most of the people working for Brandon-COPsync are former law enforcement officials. The company works directly with State Police and the Executive Office of Public Safety.
"Never before in the history of policing has there been an absolute intelligence factor before now. We are knowing where the threat is and we are investigating that threat. The first officer on the scene is the first officer in the school. The officer now has the advantage of knowing where the shooter is in the school," said Flanagan.
When is it Coming to Central Mass?
"We are going to focus on major cities in Central Massachusetts, including Worcester," said Flanagan. "We are getting a lot of support from law enforcement councils and our effort right now is to get out to Worcester. We want to bring this technology to these communities."
Flanagan said, "We are currently on the North Shore, and in Middlesex, Essex and Suffolk Counties. We haven't hit Central Mass. properly yet, but our focus is on Worcester and implementing our software there."

Additional security measures are to be introduced to Gloucester schools as part of the district's initiative to keep staff and students safe, Schools Superintendent Richard Safier said Monday.
The new programs come on the heels of a bomb threat Friday at O'Maley Innovation Middle School, as well as other recent events that have drawn law enforcement, though Safier said the initiatives are not directly tied to that or other recent school events.
While more security measures are coming, Safier said he believes the district is already very prepared.
"We always are concerned to make sure security is at its best and, quite frankly, I think Thursday and Friday's demonstration at the middle school showed our preparedness," he said of how the district handled the O'Maley threat. "The administration, the teachers, the students, central office, all worked together very smoothly."
A bomb threat written on a bathroom wall in the middle school discovered Thursday drew police officers, who inspected the building that day, but also were present at school Friday, when an explosive was said to be set to go off in or around the school. Officers also helped conduct student backpack searches, as students filed into the building through only one set of doors.
"Our collaboration with the police department and fire department went off without any glitches what soever," Safier said. "The key to being concerned about security is to be proactive."
On this note, Safier said the district is preparing to introduce the CopSync 911 program for teacher and staff use.
'Real-time' alerts
"This is a real-time alert system which is designed to speed up the time it takes to notify the police through a software program that can be placed both on computers and on mobile devices," Safier described.

N.H. State Police Becomes Nation's First Highway Patrol to Adopt COPsync System; Company Continues Nationwide Expansion Plans

COPsync, Inc. The state's highway patrol has subscribed to use the "responder" module of the COPsync system, which will enable the agency's hundreds of patrol officers to respond to emergency alerts from schools and other at-risk facilities equipped with the company's COPsync911 threat alert system. The officers will also see law enforcement "be on the lookout/attempt to locate" bulletins pertaining to dangerous persons and criminal incidents created by the thousands of other patrol officers across the U.S. who are using the COPsync technology to distribute such information.

Third Quarter 2014 Financial Results**
• The Company reported a year-over-year total revenue increase of 7% for total revenues of $1,302,267 for the three month period ended September 30, 2014, compared to $1,212,141 for the same period in 2013.
• Software subscription revenues increased year-over-year by 44% to $701,424 for the three month period compared to $487,413 for the same period in 2013.
• Hardware, installation and other revenues decreased year-over-year by 17% to $600,843 for the three month period compared to $724,728 for the same period in 2013. The decrease in the quarterly revenue was due principally to a few contracts not being completed in the third quarter of 2014 because of delays in receiving third party and proprietary hardware. The completion of these contracts and the related revenues and costs are expected to be recognized in the fourth quarter of 2014.
• Total gross profits increased year-over-year by 160% to $647,299, representing an overall gross margin percentage of 50%, for the three month period compared to $249,267, representing an overall gross margin percentage of 21%, for the same period in 2013.
• Total cost of sales decreased by $307,906 to $654,968 for the three month period compared to $962,874 for the same period in 2013 for a year-over-year decrease of 32%.
• Total operating expenses, inclusive of R&D, increased by $141,845 to $1,268,638 for the three month period compared to $1,126,793 for the same period in 2013 for a year-over-year increase of 13%. Of this increase, sales and marketing expense increased by $95,416 to $398,607. G&A increased $62,028 to $370,097 and R&D expenses decreased $15,599 to $499,934.
• The Company reported a GAAP net loss of $692,374 ($0.00 per share) for the three month period compared to a net loss of $1,086,236 ($0.01 per share) for the same period in 2013.
Nine Month Financial Results**
Total revenue for the nine month period ended September 30, 2014 increased 35% to $4,369,678 compared to $3,233,117 for the same period in 2013.
• Software subscription revenues for the nine month period ended September 30, 2014 increased 48% to $1,928,988 compared to $1,301,369 for the same period in 2013.
• Hardware, installation and other revenues for the nine month period ended September 30, 2014 increased 26% to $2,440,690 compared to $1,931,748 for the same period in 2013.

I am in no big hurry to buy in just yet. Anyone who is serious about ecigs can look at their product lineup and realize that it all appears to be re branded Kanger tech and other well known goodies. None the less, those that dont do their DD will start a buy frenzy soon enough in hopes and dreams of a buyout. Nothing new, nothing proprietary. It will be easy enough to average up someday soon, the company is making to much money not to. My bid is at copper.

I sold off my shares. Still averaged up and used it to buy into yppn. this late 10q is killing investor interest. BIGG has great potential seeing that 700k of debt was to be paid off in a 6 month period, wiping tons of outgoing expenses off of the balance sheet, having many new shipments out. it was a setup for a great run. Solid company it seems but they admitted on its last report that it has a deficiency in its reporting department, seems that they haven't fixed it yet.
The fact that most cant figure out why the quarterly report is late, is a good indicator that very few ever reads quarterly reports anyways.
Still adding in the dips though. I see great potential here!

Momentum here we come!
Seeing so many new faces here looking to get in! This stock is catching attention. Monday and the rest of next week will be interesting, especially if the quarterly hits early.
I tried buying the dip on Tuesday....
it did not work out in my favor, I anticipated a major pullback from investors when the company was flagged as delinquent on its quarterly, so I pulled the trigger and waited. There is strong hands invested in this stock and to my surprise, the pullback quickly rebounded. within 25 minutes the stock went back to pre-pullback and in another 15 minutes it was up. I had to buy back in at .002 above my sell point and almost didn't fill.
So the question is, will there be a pullback Monday? in my opinion, if there is one, I doubt it will be substantial. A large holding of profit takers already sold off when it first peaked in the mid 20s. The next resistance levels and sell offs I speculate will happen .03ish, half the 200(MA) then at .06 range, the 200(MA). Then at the 12-15 cent range this is going by the last major resistance at that price level in June.
I am still a greenhorn in the investing world, so dont take any of my predictions to heart and never make any decisions based on my word.
If I was to take a theoretical crack at valuations, this stock shouldn't be anywhere under .20 cents. Lets say we base the valuation of this company off of the annual sales figure of 40 million from previous years. Then we say a worse case scenario of a full blown 200 million share dilution happened since last reporting. 40 million valuation / 200 million shares = .2 Now if we are going by the estimated OS of 70 million shares... 40 million / 70 million = .5714.
You can turn the numbers in any direction that you may please, factor in liabilities and subtract that out from the 40 million base line and come up with other figures. Maybe say its resale value is 120million based on 3 years of revenue and run with a 1.714 share price. What ever floats your boat. In the long run the share holders will determine that market value and what its worth to them.
I can say one thing though, if the claims are true, there is hawk eyed investors who are waiting for that quarterly report to pop up and prove what we all are anticipating. When that happens, good luck buying at this level. There is a few people on this board who own a few million shares and are looking to add millions more the moment the quarterly is released.
Like I said though, invest wisely, do your homework and good luck with what ever way you decide, but don't base your decisions of my insights. Just like any stock it could jump to a buck or the company could close shop and take our money, laughing on the way to the bank. I am not here to promote the stock or offer financial advice, I am just expressing my opinion.

We are going up for multiple reasons, first off anticipated sales are going to be exponentially higher than last years sales, as you can see with all the new shipment bill of ladings surfacing, in the past 6 months this company has added new contracts with the likes of kmart, dollar tree, and walmart i believe. Also with Alibaba's aggressive market expansion in china, billions on hand for acquisitions its a no brainer, there is a bulls eye for a buyout here. 1 year ago the price was in the 30cent range, until it was intentionally manipulated down by a loan holder, but since that debt has been paid off, the manipulation isnt holding the value down. Right now we are in a upswing, probably back to the .30 cent range, when the earnings report comes out with the new contracts over the last 6 months... we could see double that with the hype and excitement if not more. Right now the market value is a small fraction of the quarterly earnings and investors are taking note. the company has very little debts outstanding and is aggressively expanding itself in china aswell. need i say more?

That certainly is the name of the game isnt it? ive been eyeing this stock since .0064, kinda wish I had bought in then, but there were bigger fish to fry. Any guesses with the 10% Asher account out of the way, plus 75k worth of convertible debt maturing and ending at the end of the same month(September), how much that knocked off on the liabilities sheet? seems like that much liabilities presumably being paid off will look handsomely well on the upcoming quarterly earnings report.
