As far as ACTC going belly up...why would they try to settle and pay to clear up the suits if they were on a sinking ship? Seems like a lot of effort to go through if they felt they would fail anyway..?
The price is low because of so many shares, a reverse split (some will like it, some will not) will raise the price to make it "seem" better that is all. A price over $1 will at least lower my commission paid when I make a trade by 1%! The market cap of $200 million plus is more than a lot of companies. They are holding their value for now at least.
As far as ACTC adding additional shares well...Shares not held by them are of little value. Even if they never use them (additional shares) they show value or worth for the company. If they have no shares then what difference would it make to them what the price of it was? The company would have no money or value to be gained so would care less, it would impact the stockholders in a negative way. It is true also however, that it could dilute the value short term, but it is still better than the ship sinking if it helps keep them afloat until they can get the breakthrough.
