I've bought 13s down to 7s and judging by the volume and action a good many others have as well. I strongly expect that we'll begin to see some substantial sales as the new york counties (and others), PR ASEC cu's, patent infringement news begins to leak...
It seems a bit risky to 'interpret' too narrowly the possible motives behind the grammar used in CSE F7's...

If the company were showing sufficient income to operate on its own, the dilution wouldn't be necessary...Until, and unless IGEN becomes profitable, this is what I would have expected.
