Don't believe everything you read on Law360. Any idiot who files and suit can pay for a published summation for PR purposes to gain traction. They then hope it gets picked up as actual news by the various wires and blogs. Just like happened here.

Very little truth to the matter RE hiding assets. Merely reincorporating to a state with a more favorable business climate. Lots of companies incorporate in Delaware for this very purpose. LEI has been in registered previously in Florida and New Jersey is just too expensive.

Risko is nothing more than an impatient buffoon, just like Lou (Lothar). They didn't have the tolerance to take the risks they were signing up to and now they are crying foul.
This will be dismissed as lacking any merit whatsoever. The meeting went well and this is going to be a good summer for all those who have been patient to stick around long enough to see this finally bear fruit.
Expect a PR before July 4th, if nothing else to address all of these bogus accusations and suits. Lots of real opportunities still in the pipeline and CACI leadership is still very much on board although different players now.

Unless and until ownership and control changes hands there is very little that can be done to keep him out of things. Fortunately, he has taken a more hands off approach this time and is listening to the advisors that we pay so well for their services.

Signed the same NDA as you. Yes, I've been there and have been dazed. It works just as advertised. I can't talk specifics on what Bob thinks his units are worth, but I can reasonably estimate the final order with the Kingdom is for 100 units and accessories (of course caveated by IMO). Do the math yourself.

Note that requirement 17 is for a unit cost of less than $2k per. The army acquired over 14k in 2011 alone. Another 3k in '12 and not sure how many for '13. Likely less than 3k due to drawdown.
LEI did submit a proposal offering the Guardian for this contract. It was awarded to BE.
Just to bring up a couple of relevant facts:
While LEI does hold some patents, it must also license fundamental patents from LE Systems in order to make any optical distractor. As does BE Meyers etc.
This is important to note because it leads into my second point. Lack of differentiation. The reason they haven't sold ANY to the US military is that they aren't sufficiently different from the existing units already owned by the military to justify the significantly increased cost.
Yes, they work. So does every other optical distractor; except the govt can get one from LES or BEM or L3 or Qinietic far cheaper.

The Army already has a "Green handheld optical surveillance and targeting (GHOST) laser". Can't figure out who builds that one but it has a very different use.
Nope. $49m is the maximum, not the minimum. It appears they also plan on awarding test orders to more than one company, not just LEI. Looks like if they are eventually accepted as the winner after the tests, then they would get the bigger orders. By then the maximum remaining will probably be closer to $40m.
This has to be the actual sale, otherwise this PR would be meaningless and potentially fraudulent. It says they already competed for it over the last three years.
If this is a PR just to announce that they successfully submitted a proposal then it is pretty sad or desperate, neither of which I believe we are at the moment with CACI on board and going strong. Think about it, that would be like announcing that you won the lottery because you bought a couple of tickets.

It is a GREAT time to be an LEI investor! Pick 'em up while you still can.
I understand they are finalizing the first order through CACI as we speak! Announcement could be as soon as next week but more likely by the end of the month to work through all the administrative hurdles required by the government before they are allowed to make the announcement.
This thing will pop fast. Say goodbye to the single digit prices forever!

True, but look at that volume! Six-seven times average with increasing price all afternoon.
I think that means today is the last or one of the last trading days before the news hits. I expect a coordinated release initially from LEI followed by CACI. It would not surprise me one bit if Little was writing the PR today while LTG called. That's why he could say "soon"!
The order has finally come through one of CACI's large existing contracts. I just hope it is a really big one and not one of these test and evaluation orders for 10-20 units.

I think we can safely put to rest any concerns about CACI jumping ship. Little has been around long enough to know if there were any issues with the relationship with CACI, and he wouldn't pull any punches in a frank discussion with LTG.
Glad Little also confirmed that the big order we have all been waiting for is just around the corner.
The price action in the afternoon shows that the insiders were snapping up the cheap shares as quickly as they could. This tells me the news is going to hit soon! Likely next week.

The individual in the picture is Joe Melczer. He left CACI a few months ago to pursue other opportunities. It had nothing to do with LEI in any way. That is the only reason the project changed hands.
CACI is still very much in the picture with the first sales announcement coming very soon.

I believe internal personnel issues at CACI have been a par of the problem. I'm told The new guy in charge is a believer and things are starting to shape up!

In fact, I suspect the next PR will announce a sale through one of CACI's existing contracts. My sources tell me this has been in the works for as long as CACI has been involved and the log jam has finally broken. It will have actual dollars associated with the PR, unlike the rest. It will be a test order for an Army organization who could ultimately buy hundreds more after the test period. (IMHO)
We should see this before the end of May and before the Afghan fighting season begins.

I guess I read the mention of "over the next decade" as referring to the market for nonlethal weapons, not as a reference to a ten year strategic agreement between the two companies.
Also my guess about 24 May is merely speculation based on an actual RFP timeline. If I'm not mistaken this is the first such RFP we have seen since the relationship started a year ago (surely long before the actual pr). If they can't get a proposal submitted for the lone RFP seeking nonlethal lasers, then what in the heck are they doing?
May 24th 2013 is when the proposal is due for the Marine Corps RFP. I will be awarded next year.
If LEI and CACI don't submit a proposal next month then that is the expiration date for the relationship. That would be a good indication that they have reached an impasse in their relationship.
There is absolutely an expiration date on the agreement. If one or the other (or neither) can deliver the. They will part company.
The real question is what was promised to the other and what is/was expected in return? I suspect bob was expecting caci to fund their operations pending the first big sale. Much to the contrary, I suspect caci wouldn't dream of paying anything upfront with no hard orders in hand.
My DD tells me that LEI has to take the lead on this Marine Corps RFP and this is contrary to the agreement that caci and lei have in place. It was always intended that caci would sell to the to government and lei would just provide the lasers. Since lei has to do the selling to the Marines, either caci is out in the cold or they have to reverse roles. That can be tricky and I'm not sure lei has the acumen to front the whole operation. They can rely on caci to prop them up, but it ultimately falls on LEI to sink or swim. I think they are looking for their water wings.
I suspect the expiration date on this relationship is May 24th, the day the marine proposal is due. If they can't successfully get their acts together in their new roles then they will part ways. All, IMO, of course.

I also have some concern with the size and the fact that it is set aside for small businesses only. The government has a funny way of calling a business 'small' and usually includes companies up to 500 employees. That means LEI could be competing against some pretty big and accomplished companies on their own without help from CACI. Can LEI even write a proposal like this on their own? I don't know that they have ever gone down that path before.
I'm also looking at the technical specs and I'm wondering if they can accomplish everything included. There is one provision that says the laser must automatically adjust the power to account for distance. I understand that the guardian requires manual adjustment.

I believe it was posted previously, but it was just updated today. Possible $49M contract with the marines to be awarded by the 2nd quarter of FY14. I'm sure that means government FY so we should know for sure by March 2014. Is there enough cash flow to operate another year without a sale?
Slightly confused though because this says it is set aside for small businesses only. Does that mean no CACI participation and LEI has to go it alone? Given the late award date I am assuming the big announcement they are currently working on is something else?
