DUTV hit my scanner on January 11th. Made a few trades. Confimed that the new CEO Mark was in fact Mark of Easy...
Then spent the next 2 months accumulating.
The volume is so low that it looks like the accumulation is in place and the sellers are the impatient that can't stand to sit idle or some like myself that have peeled off bits here and there for other positions, taking some profits.
Mark is too well known for this to be anything but what it is...

ASCM only works the current active (high volume) stocks. You are correct on several fronts. They do act as the "AXE". Depending on how the stock is running if you follow them you can make money trading your position. You do need L2. I have my account at TDA and use the Thinkorswim platform. L2 comes with it, no charge.
I trade 250K lots, sometimes more. Before I started trading this way as a compliment to my trading, I scoffed at the idea. "$50-$100 isn't worth the time". Then I started looking at it differently.
Sell 250K at 0.0035 and buy back at 0.003 profit is ~$110 comm and fees already figured in. That's 36K shares you can add to your position.
I only trade this strategy with shares that are in a profit. That way if the stock moves up it's a forced profit taken. It also eliminates creating wash sales.
This is better for me than to just sit on a position and wait it out for the run. As we have seen with XALL, it can take a long time.

As everyone is complaining about the gas prices, the administration releases oil from the SPR. Then what do they do? They send loads to Europe, Imagine that.

People say, Oh the price of oil has dropped, but the gas prices haven't. Nobody looks at the whole picture. They think that a BP gas station is BP. The gas stations are independently owned and make maybe a couple cents per gallon.
They buy their gas in bulk. They set the price at the pump for what they bought that load for. The tankers hold 10,000 gallons. I wouldn't drop the price and lose money for each gallon just because the price of oil fell.
As for the chart, it is an excellent tool to trade by. Buy when there is despondency through hope and sell into the excitement and thrill. This is the OTC. Trading that chart is the only way to make money.
Do the MM manipulate, yea somewhat. They do not hold inventories of stock, some maybe. They are obligated to make a market, so when a stock is running they have to sell shares to the buyer. They are required to make profitable trades for themselves or they lose their job. So, yes they walk the price down to cover their positions. But the notion that they are doing that now with XALL is nonsense.
Think of it this way. I want to buy a truck. The dealer is asking $70K. I don't want to pay that much so I offer $60K. Same theory with an unwanted stock as XALL at the moment. And for much of the OTC for that matter.
When a stock is running and you want to trade it. Shadow ASCM. When they jump on the ASK when there is volumes of buying coming in, SELL. Same in reverse.
I build positions. One way I do that is basically shorting the positions that I hold. Sell at the beginning of the day and buy it back later in the day cheaper. You can assign those shares to offset each other and not "disturb" your position. You can either take the cash or add shares.

I am involved in a private company called Med-X. They are attempting to go public. Over the years they have done Reg A raises as well as a Start Engine raise, so I have been through the process.
The Reg A is not an easy thing to accomplish. It takes time and can be a substantial time consuming process. It all depends on the SEC. There is always a back and forth with them. Company files, SEC comments. Company has to respond. SEC likes the response, Great. If they don't, they come back with more comments.
Companies also have to be very careful with what they say and do to not create scrutiny from the SEC. One wrong comment or print and it can restart the entire process. Below is a clip about the "Quiet Period".
Personally, I believe the "limited info" the company has put out is a good thing.

The share price sucks I agree, however the market and especially the OTC is horrible right now.
The last couple of years people had all that free money from the government and the OTC exploded.

Everyone was posting their account balances on Twitter. Millionaires turned into bag holders. They did not take their profits.
The only stocks that are moving are the ones that have substantial news or numbers.
So, until the day comes when Xalles posts that revenue generating acquisition or the Q that shows revenues have jumped such as PACV has just done, we will wander down here in the dirt and and the sellers will give us the opportunity to accumulate...
Take a look at DUTV if you are looking for a stock that will explode when the merger is made official. CEO is rolling his businesses of 35 years into the shell.
While I do share some of the frustration, I however, do not share the same "lack of transparency" issues that are shared here. It's clear to me that the company has a plan. Doesn't sound like a company just sitting around, AND they are current in their filings. I continue to buy....
