Medical marijuana is shaping up to be a booming industry across Florida, and area businesses — both big and small — are preparing to take advantage of the opportunity.
Thousands of business plans hinge on the hope that voters will pass a November referendum legalizing medical marijuana. The anticipation medical marijuana will become legal for varied purposes in Florida created a wave of interest from agriculture and web design to real estate.
While the process is expected to be expensive and laden with emerging regulatory roadblocks, people across the state are gearing up to start their medical marijuana-based businesses as soon as the referendum is decided.
Jacksonville is no exception, said Christopher Ralph, a legal administrator with Jacksonville-based Health Law Services. “We’re constantly getting phone calls from individuals interested in getting in the industry,” he said. “Right now, a lot of it is a learning process. People are looking at the possibilities of what can and can’t be done.”
The scope of the potential industry is difficult to quantify since specific regulations will determine the size of the market, but Florida’s medical marijuana industry could range between $40 million and $700 million, said Chris Walsh, managing editor of trade publication Medical Marijuana Business Daily. Nationally, the medical marijuana industry is poised to reach $4 billion by 2018, he said.
Interest spans most business sectors, said Robert Calkin, founder of the Cannabis Career Institute, which offers a conference series about the medical marijuana industry.
Most people he’s spoken with are interested in growing medical marijuana, Calkin said, especially since Northeast Florida already enjoys such a large agriculture industry.
Others are interested in opening businesses that deal directly with the marijuana, such as dispensaries or edibles shops, but many are interested in the supporting businesses, such as lawyers, electricians and accountants.
“You don’t have to grow marijuana or sell marijuana or be involved with marijuana to be in the industry,” Calkin said.
The interest spread from small, family-owned farms to national companies.
There are a number of concerns for business owners. Even if medical marijuana is legalized in Florida, marijuana is illegal federally, meaning no pot could be taken over state lines. All growth, curing and distribution would have to be done in-state.
Expansion into the marijuana industry might be tentative while businesses get a feeling for how the new regulations will be put into place, Ralph said.
“Everybody’s biggest fear is that they’re going to be doing something illegal,” he said.
Calkin said the regulations stated in the November referendum are clear about ways Florida businesses could sell medical marijuana, including regulating oils and edibles. He expects the transition in Florida to be smoother than in other states, such as Arizona, where regulation discrepancies between buds and oils initially caused confusion.
“They’ve foreseen all of these problems,” he said.
A GROWTH INDUSTRY
Norm Avery, a St. Johns County farmer, hopes to create special facilities on his property to organically grow medical marijuana if the referendum passes. He’s looking at medical marijuana as a way to use his skills as an organic farmer while supporting an industry he believes in.
“Marijuana is the ideal product for a mom-and-pop operation,” he said.
In Duval County, aerospace development company Quasar Aerospace Industries plans to set up medical marijuana operations after acquiring a medical marijuana development company earlier this month.
Donnell Vigil, Quasar Aerospace Industries CEO, said she spent $250,000 to acquire Hydro-Grow, which is based in Colorado Springs, Colo. She plans to set up operations in Jacksonville if the November referendum passes.
“Possibly, the ability to grow this business and expand this business can be tremendous. We plan on taking it nationwide. We’re going to start off with grow centers. After we complete a second expansion, then we plan on purchasing a warehouse and starting a cultivation center. That cultivation center can then suit dispensaries and other growers,” she said in a previous interview with the Times-Union.
Then, there are the supporting industries, including the conference circuit. At least four conference series dedicated to medical marijuana are making the rounds in Florida, including Cannabis Career Institute and Cannabis University of Florida, said Donavan Carr, founder of Cannabis University of Florida.
Carr’s all-day conferences cost $299 for business seminars and $499 for courses on learning to grow medical marijuana, which have attracted about 250 people. Calkin’s Cannabis Career Institute costs $299 for unlimited conferences, he said. Close to 200 people have attended the Jacksonville conferences so far, and his organization hosts conferences across the country.
The Cannabis Career Institute held a seminar in Jacksonville on Saturday. Cannabis University of Florida will return to Jacksonville in August.
