Furthermore, she said if it was simple dilution, it would be from VERT or one of the other obvious diluters as that would generate cash. The shares would have been sold to VERT or whomever for a fixed price, greatly discounted and VERT wouldn't care at all about the share price.

She said it is obvious corporate financing here and is confirmed because LIGA has real cash flow and can liquidate assets to get cash if needed, a poorly run and failing company would turn to pure dilution to generate cash.
