Let's look at the factual evidence and claims.
The equipment, capable of UP TO 200 vehicles a day, exists. One can see it in the background of photos of the ELMS facility in Mishawaka before and after Mullen acquired the assets if you know what you are looking at.
The company claims they have moved the needed pieces to Tunica. No evidence to support that claim.
CAN they produce? Yes. What is needed are some Chinese truck kits, which they have gotten at least one of and have assembled and given to RM as a demonstrator, a few hundred dollars worth of hand tools, and a hank of rope to pull the truck through the line, as Ford did in 1910. That would get them one or two trucks a day. IF they have put in the transports they claim and some power tools production could get up to around 10 trucks per day. They will NOT start at full capacity, or even close.
WILL they produce? No evidence to support that claim by the company.

Imagine a General Practitioner logging on and saying "My patient has these symptoms and here are the basic tests I've run, with results. What do you suggest next?". The system then sends the data to an array of "experts" in several medical areas and sends back suggestions on how to narrow the prognosis.

Yes you do. Start counting. There are more than 1,400 parts in just the interior. Every piece has to be sourced from a supplier. Things like nuts and bolts are standardized commodities so are easy, but door panels, arm rests, seats, and so on must be individually set up.

Sorry, that is not how it works. FMVSS testing is done on Production-Intent prototypes that are usually built by hand by the Engineers on the project. Parts of the production line may or may not be used. HOW they are assembled is unimportant to the testing. The fact that they are true to what the company intends to put on the road is what counts.

THIS post I agree with. If they only put on 35 people they won't make many vehicles per day. And yes, the whole plan is to assemble Chinese kit trucks. They could not have sourced the approximately 14,000 individual parts in this short time and validated them. That takes 3-4 years AFTER design freeze.
On the financial side I can't comment.

I do not know why DM has not shared anything about production capability, but the plant in Mishawaka was production ready for class 1 vans when they bought it. Much of that has been transferred to Tunica but they have the capability to produce.

The big question is the availability of component parts. Since they are buying kits from China and just putting them together that should not be a hold-up. If you are sourcing the parts yourself, as GM does, that gets exponentially more complex.

Production Process Validation at GM isn't quite what that says. The production line machines go through a run-off, per the Procurement Specification, before they are accepted for shipment to the Plant. That happens before the line is put together. In this case the whole line is used and a known factor, so no validation is needed (they bought it in the ELMS sale).
Manufacturing Validation lasts one to two weeks depending on how many problems they have. I've been in several of those plants, including the month I spent at the Corvette plant in Bowling Green.
There is no reason, technically, why Mullen can't start production in July.

Sorry, but you do not know what you are talking about. I've been in this business for 40 years. Most of the testing (Design Validation and Production Verification) is done on the individual parts. When they bring it all together there is some accelerated durability testing. Most modern designs are validated through simulation way before production starts.
The next step is to build some Production-Intent prototypes. That is what the FMVSS testing is performed on.
What you outlined might have been valid in the '60s but not today.

I've read their filings. What you are missing is that even if DM rigs the vote, as he did last time, he still has to go through the motions of calling a meeting, sending out proxies, holding the meeting and voting, then issuing results in an 8k. That all takes time. If he is going to do all that he needs to start tomorrow.
