Let's look at the factual evidence and claims.

The equipment, capable of UP TO 200 vehicles a day, exists. One can see it in the background of photos of the ELMS facility in Mishawaka before and after Mullen acquired the assets if you know what you are looking at.

The company claims they have moved the needed pieces to Tunica. No evidence to support that claim.

CAN they produce? Yes. What is needed are some Chinese truck kits, which they have gotten at least one of and have assembled and given to RM as a demonstrator, a few hundred dollars worth of hand tools, and a hank of rope to pull the truck through the line, as Ford did in 1910. That would get them one or two trucks a day. IF they have put in the transports they claim and some power tools production could get up to around 10 trucks per day. They will NOT start at full capacity, or even close.

WILL they produce? No evidence to support that claim by the company.
