United States is undergoing a chemical weapons attack

Is the United States under attack from Chemical Weapons in the form of dangerous and toxic chemicals, as defined by the Chemical Weapons Convention, camouflaged as narcotics for illicit distribution resulting in death tolls rivaling those levels from the Chemical Warfare of WW I?
I only see the “body count” increasing, from 13,000 deaths in 2015 to over 19,000 in 2016 and 27,000 in 2017 according to the Centers for Disease Control and NBC. That represents a 40 percent increase in each of the last few years or a doubling in two years – with no end in sight.
According to the Organization for the Prohibition of Chemical Weapons (OPCW), 124,000 tons of chemical munitions of all types, including toxic industrial chemicals, were used in three and a half years during WW I. This resulted in approximately 90,000 deaths and over 1 million casualties, or about 25,700 deaths per year. That is on average more than the 2017 domestic death toll from the drug epidemic of 27,000 and overall about 50 percent more than the 59,000 opioid deaths in the last there years.
These numbers certainly portend the domestic threat brought on United States with these chemical agents, numbers that are not just statistics to their loved ones.
The definition of chemical weapons as outlined by the OPCW is independent of the delivery system: “any toxic chemical or its precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action.”
Fentanyl and carfentanil are just two of the chemicals in recent years responsible for an increase in the illicit traffic resulting in the escalating death rate. Although there are legitimate uses for fentanyl and carfentanil the quantities manufactured and distributed through the illegal networks far exceed and are not “consistent with such purposes.”
According to the World Health Organization, carfentanil has been illegally manufactured in foreign countries and shipped via the mail services into the United States. Carfentanil can also be used by the military as a chemical warfare agent. Evidence exists that the Russian Special Forces used carfentanil against the Chechen terrorists in their rescue of the hostages in the Dubrovka Theater in 2002.
Sean O’Connor, in his staff report “Fentanyl: China’s Deadly Export to the United States” on illegal fentanyl trafficking discusses how the United States should review “banning and controlling dangerous chemicals.”
So hazardous are these toxic chemicals that in September 2016 the Drug Enforcement Administration (DEA) issued a nationwide warning to law enforcement about the threat to life posed by synthetic opioids, warning law enforcement and first responders to “Exercise extreme caution.”
The professionals outfitted with full body personal protection suits to deal with such crime scenes sport considerably more than the simple gas masks used for protection from chemical weapons in WW I.
18 U.S. Code CHAPTER 11B—CHEMICAL WEAPONS section 229 echoes other definitions of a Chemical Weapon: “A toxic chemical and its precursors, except where intended for a purpose not prohibited under this chapter as long as the type and quantity is consistent with such a purpose.”
There should be no question that dangerously toxic chemicals such as carfentanyl and their precursors fall into the definition for chemical weapons.
The US Government should prosecute the illegal traffickers accordingly.

Former Mexican President Vicente Fox says investors, entrepreneurs, and companies in the booming marijuana industry should set an example of ethical behavior - or the whole legalization project is doomed to fail.
"This is a big responsibility upon the shoulders of all of those who decide to participate," Fox told Business Insider in a recent interview, calling marijuana legalization a "paradigmatic change."
Fox told Business Insider he has worked on issues pertaining to marijuana legalization for over a decade since he left office through his foundation, Centro Fox.
"If we don't act with ethics, if we don't act with responsibility, if we are going to become greedy and just look after the profits and money, it will not work," Fox said. "We will fail."
Marijuana Should Be Added to Nafta, Mexico’s Fox Says

(Bloomberg) -- Cannabis should be added to the North American Free Trade Agreement just like any other form of produce, says former Mexican President Vicente Fox.
Fox, who sits on the board of Vancouver-based medical marijuana producer Khiron Life Sciences Corp., said he expects Mexico’s new government to legalize recreational cannabis in 2019. The country legalized medical pot in 2017.
Fox has long advocated for legal cannabis, arguing that it will help defeat the cartel violence that has plagued Mexico for years.
“We can change criminals for businessmen, we can change underground, illegal non-taxpayers into an industry, a sector of the economy,” he said Thursday in an interview in Toronto, where he met with Khiron’s board. “I think it should be part of Nafta and that’s what I’m pursuing.”
If that happens, Mexico could become a major exporter of legal cannabis to the U.S. and Canadian markets, Fox said.
“On vegetables, on fruits, on avocados, Mexico produces and provides up to 70 percent of the U.S. and Canadian market so we are efficient in producing, we’re efficient in farming and we’re low-cost and competitive,” he said.
Canada is currently locked in negotiations on revamping Nafta after the U.S. and Mexico signed a preliminary deal on Monday.

UN Drug Committee Declares Cannabis Is An Effective, ‘Relatively Safe Drug’

The United Nations’ drug committee found that marijuana is a “relatively safe drug,” noting that millions of people worldwide are already using it to manage a multitude of medical conditions.
The findings could impact a recommendation the agency is preparing to the UN on the “need for and level of international control” over cannabis. Marijuana prohibition is in force almost worldwide under international drug treaties originally dating back to 1961.
Worldwide, an estimated 183 million adults used cannabis in 2015, according to the report. Weed is cultivated in 135 countries and is the “most widely illicitly produced drug worldwide.”
The UN agency conducted a survey of 953 medical marijuana patients from 31 nations. Most of them said they’d used cannabis-based medicines for years. Most were also under the supervision of a physician. But a majority said they’d also tried cannabis before getting a doctor’s recommendation.
Used most often for pain
Cannabis, in various forms, is used most often to control back pain, sleep disorders, anxiety, depression, post-injury pain, and multiple sclerosis, according to the report. Pain, sleep disturbances, and anxiety were the three conditions most commonly treated with cannabis.
An estimated 2.2 million patients use cannabis medicinally in the United States. Pain is the most often citedqualifying condition. Pain also ranked high among cannabis patients in Israel and Canada. Meanwhile, 30 percent of cannabis patients in the United Kingdom reported using the herb to treat multiple sclerosis. (Cannabis-infused Sativex spray is commonly prescribed for M.S. in Great Britain.)
The committee, interestingly, pointed to a “wealth of preclinical literature” indicating cannabinoids “reduce cancer cell proliferation” and inhibit “cancer cell migration and angiogenesis in numerous cancer cell types.” This seems to be an area of great promise, with more research to come.
Then there are the recreational cannabis users. An estimated 3 to 5 percent of people globally have tried marijuana for non-medical reasons, according to the UN report. Interestingly, two studies examined by the report found no significant differences between those who use cannabis medically and nonmedical users.
One study, however, found medical patients used more cannabis daily than recreational consumers. Medical patients were more likely to be in poorer health than recreational users. But the study found they also had lower levels of both alcoholism and nonprescription drug use.

The UN report noted that scientific research into cannabis is inadequate. There’s plenty of public interest, but very few clinical trials have been done, due largely to the legal strictures of prohibition.
“Barriers to research in the USA include the difficulty of navigating through several federal agencies (including the aforementioned DEA, FDA) as well as research ethics boards and local and state oversight concerns,” according to the report.
The UN report, interestingly enough, also noted problems in quality control from the current single source of cannabis for scientific research in the US. All federal cannabis is grown at one farm on the campus of The University of Mississippi in Oxford, Miss.
“The current international policies on cannabis use are outdated and are having a detrimental impact on patients in the US and worldwide,” said Steph Sherer, executive director of Americans for Safe Access (ASA). “These policies do not reflect the reality of over 30 countries globally that have passed medical cannabis laws.”
UN Chief Wants to Decrim All Drugs
UN Secretary-General António Guterres in March gave a speech supporting the decriminalization of all drugs. His comments went counter to the UN’s top narcotics officials. They’d released a report earlier the same week criticizing cannabis legalization around the world.
“Current efforts have fallen short of the goal to eliminate the illicit drugs market,” said Guterres in a video message. “We can promote efforts to stop organized crime while protecting human rights, enabling development and ensuring rights-based treatment and support. I am particularly proud of the results of the reforms I introduced in Portugal when I was prime minister almost 20 years ago.”
Guterres, as prime minister of Portugal, introduced the decriminalization of all drugs in that nation in 2001. The policy is viewed as a success and has been praised by advocates around the world. Overdose deaths, HIV infections, and even overall use has reduced under decrim in the country.

Cancer docs feel unprepared, but recommend marijuana anyway

SEATTLE — Nearly half of U.S. cancer doctors who responded to a survey say they’ve recently recommended medical marijuana to patients, although most say they don’t know enough about medicinal use.
The results reflect how marijuana policy in some states has outpaced research, the study authors said. All 29 states with medical marijuana programs allow doctors to recommend it to cancer patients. But no rigorous studies in cancer patients exist. That leaves doctors to make assumptions from other research on similar prescription drugs, or in other types of patients.
“The big takeaway is we need more research, plain and simple,” said Dr. Ilana Braun of Dana-Farber Cancer Institute in Boston, who led the study published Thursday in the Journal of Clinical Oncology.

The 2018 Harvard GHC Industry Leader Award recognized Mr. Dabney’s collaborations with African institutions as part of Cannabis Science’s Africa Initiative. In 2016, the Company launched this initiative with the goal of helping to accelerate economic development throughout Africa, with a focus on educational and job-creation initiatives. In implementing its work in Africa, Cannabis Science collaborates closely with the Constituency for Africa (CFA). For over 26 years, CFA has established itself as one of the leading, non-partisan organizations focused on educating and mobilizing the American public and the African Diaspora in the U.S. on U.S.-Africa policy. Mr. Dabney is a Member of CFA’s Board of Directors, and a Co-chair of CFA’s African Healthcare Infrastructure Committee. The key objectives of Cannabis Science’s African Initiative include:
Agriculture & Drug Development: Cannabis Science plans to establish viable operations throughout Africa inclusive of growing operations, research and drug development, multi-center clinical trials, manufacturing and sales. Cannabis Science intends to supply the African market with cannabinoid-based medicines to treat a number of indications, as well as to export medicines from Africa to other markets worldwide.
Healthcare Infrastructure: The Company will help establish hospitals, health centers, and related educational facilities, to also include drug development.

This prestigious award was recently announced by the organizing committee of the 2018 GHC Summit and will be presented during the Summit scheduled for May 25-27that Harvard Medical School in Boston, MA.
