Yes you missing something. 10Q filed on May 15, 2015. Common stock, $0.001 par value; 10,000,000,000 shares authorized; 332,780,344 shares issued and outstanding as of March 31, 2015 NOT May 15, 2015. The number of shares issued and outstanding between March 31 and May 15 hopfully is very low, but who knows?

I think it was stated that a specific type of lab was required to meet certain government regulations. Heck, you seems to know a lot more of that type of stuff than I do. You have discussed it several times. For all I know they plan on stocking the building with pinball games to make some cash. But the building shell has been paid for, so up it goes (sooner or later).
I'm not sure why there seems to be so much doubt about groundbreaking or the beginning of construction?
A contract has been signed. The initial down payment has been made. If the permits have been approved, then there is nothing to stop this building from being built.

If you want to buy shares with a limit order, you enter the price that you are willing to buy at, or your BID price. Lets say $.29.
If I want to sell shares with a limit order, I enter the price that I want to sell at, or the ASK price. Lets say $.30.
Now texguy wants to unload some shares and is willing to sell them for your BID price of $.29, that trade between you and texguy is listed as a SELL becauce the person owning the shares sold them at the BID price.
Now Paulness wants to load up on some more shares and is willing to buy them for my ASK price of $.30. That trade is listed as a BUY because the person owning the shares sold them at the ASK price.
This is my simple version, becauce , hay, I'm a simple guy!
