How would this benefit him directly? He owns the common stock and the influence - but not the shares in question. Wouldn't a lower stock price hurt him?

The downside here appears very limited and the company itself has received some very substantial real-life (none pump) PR including the grant award.
I co-authored a grant that my company was awarded and it really put us on the map as being regarded as industry experts (which sadly we are not, I just wrote a really sweet proposal). Regardless, I hit 300% on my quota last year based on the momentum it provided us from the previous year. My point is that this company has a lot of seeds planted that have yet to sprout - sales don't happen over night - you have to prove your value, then convince management to buy, then get financial approval, then more approvals, and wah lah, u got a PO!
Sold some garbage earlier and plan to put it here on future dips.

A non disclose agreement is an extremely poor excuse for a "release." It only dictates that each company can share confidential information without fear of it being used against them or shared with competitors. It's not uncommon for a company to sign a couple NDA's a month. My point is - it's doesn't mean anything!
