San Luis, Ariz A good preliminary seen the council granted the change of land use for the area where the company will build a Wind Energy Solar Tower electricity generation.
The council voted unanimously to approve a first reading of the ordinance to rezone about 640 acres that will be designated for rural housing for general industrial use.
Also, the council approved the administration make an amendment to the Zoning Code of the city, for a regulation of the level of noise in industrial zones stated.
John Starkey, director of the Building Safety Department of Public Works, said the amendment passed before the noise is related to the tower project as a resident asked the Planning and Zoning Commission to analyze such regulation.
The site where the electricity tower over 2,000 feet is projected, is located between Avenues C and D, and between 24 and County 25 County Street, east of the city, southeast Detention Center. There, Solar Wind Energy proposes to build the tower, in 2018, generating electricity through turbines driven by hot air.
Ronald Pickett ,, SWE president, said the approval of land use change will move them towards obtaining specific permits from the city: "We will continue working with the city in the process. The site plan has been shown and discussed so far is not really specific, shows the tower as it is, but does not give more details, "he said. He added that by December expect to have a final plan for approval, which will open the following step prior to the laying of the foundation stone steps.
Pickett said that while advances permitting, the project develops while on aspects such as financing: "We have a conditional commitment for funding is based on that we have a contractor who provides a final cost and delivery date but we do not see a problem with that. "
He also said they are in talks with four potential buyers to generate electricity tower, but they have to list other potential customers, in order to have secured the sale of electricity for 20 years, a key condition for funding.
The owner of SWE said that next year, before laying the foundation stone for the start of construction establish an office in this area: "We are forced to travel a lot with this project and is very demanding physically; takes days to come here for only one hour, until we have someone here full time will take much corporate time, "Pickett said, adding that the frequency of travel is higher because they are promoting a similar project in Mexico said.
Initially the project was to build two towers, but in the Development Agreement approved by the council states that the building will be for a tower. Regard to Mayor Gerardo Sanchez said one reason to remove a tower project was that the city would be able to provide water for the operation of two towers. The second reason, he added, would be complex due to raise the capital required to build two towers, and then the water would have to bring the Sea of Cortez, as originally planned, with a much higher cost.
The change in land use requires a final vote of the Council at second reading, which will be voted on at a date yet to be established after the regulations are adopted to noise in industrial areas.
