However, "appeared on the BID ELEVEN times" does not really tell you much. Every time there is a Trade, no matter what the sale price, the Bid and Ask Prices are listed in the Time/Sales data.
Information that would be of more interest to investors would be:
* How long was the Bid dropped to .0002? For 45 minutes from 9:36 to 10:21 .
* How many shares were sold at .002? There were 2 Trades at .0002, 100,000 shares and 1,500 shares, totaling 101,500 shares, slightly over $20.
* How many shares were on the .0002 Bid Size during those 45 minutes? There were 157 million shares on the Bid at 9:36 and 204 million shares at 10:21 .
*How many shares were on the .0003 Bid when it bounced back? There were 14 million shares on the 3 Bid when the Bid Price flipped back to .0003.
* How many Trades were transacted at .0003 and above? Over 20 million shares were traded at .0003 and above today, over $6,000.
* How many shares were Shorted by MMs today? Over 5 million shares were Shorted by MMs today.
* Why did the selling of 3.4 million 3s start at 9:30:00? It was an organized effort with the goal of dropping the SP.

This loan was converted into 629,856,000 shares on 7/27/2020, per the BIEL financials, that equals about .0003 per share. Eason is famous on the BIEL board for his numerous derogatory posts about BIEL with images of AW in a toilet, train wrecks, KW as an obese woman eating donuts, a real classy guy.
Simpsonly also stated in a post that he had made a convertible loan to BIEL several years ago. He said that anyone could do the same just give AW a call.

Pulsed Electromagnetic Fields Induce Skeletal Muscle Cell Repair

Pulsed electromagnetic fields (PEMF) are employed as a non-invasive medicinal therapy, especially in the orthopedic field to stimulate bone regeneration. However, the effect of PEMF on skeletal muscle cells (SkMC) has been understudied. Here, we studied the potentiality of 1.5 mT PEMF to stimulate early regeneration of human SkMC. We showed that human SkMC stimulated with 1.5 mT PEMF for four hours repeated for two days can stimulate cell proliferation without inducing cell apoptosis or significant impairment of the metabolic activity. Interestingly, when we simulated physical damage of the muscle tissue by a scratch, we found that the same PEMF treatment can speed up the regenerative process, inducing a more complete cell migration to close the scratch and wound healing. Moreover, we investigated the molecular pattern induced by PEMF among 26 stress-related cell proteins. We found that the expression of 10 proteins increased after two consecutive days of PEMF stimulation for 4 h, and most of them were involved in response processes to oxidative stress. Among these proteins, we found that heat shock protein 70 (HSP70), which can promote muscle recovery, inhibits apoptosis and decreases inflammation in skeletal muscle, together with thioredoxin, paraoxonase, and superoxide dismutase (SOD2), which can also promote skeletal muscle regeneration following injury. Altogether, these data support the possibility of using PEMF to increase SkMC regeneration and, for the first time, suggest a possible molecular mechanism, which consists of sustaining the expression of antioxidant enzymes to control the important inflammatory and oxidative process occurring following muscle damage.

Raising the Authorized Shares so that Lenders can convert their debt into shares only works if there is a market for those shares. At the current SP of .0004 the 50% discount would value the conversion at .0002 per share. It would take 50 billion shares to pay off $10 million in debt at that conversion rate. Do you think there is a market for 50 billion new BIEL shares?
Going the Reverse Split path before they have a positive story to tell would also end badly.
There has to be a significant turnaround and profitability before the big Lenders begin getting paid.

With the expiration of the patents, which may have paid off half of the convertible debt if a buyer could be found (ENDV paid $4 million for the SofPulse patents), the only way the convertible debt gets paid off is if BIEL is successful. That is a powerful motivator.
IMO, another possibility, as to why the patents were not renewed, is that BIEL is transitioning to improved PSWT technology that would make the old patents obsolete. Some may recall BIEL stating last year that they had developed a rechargeable ActiPatch.
BIEL is operating under the terms of the Pink Limited Information OTC Market rules. Would I prefer them operating under the Fully Reporting rules, of course, but we do not know the reasoning behind the Limited Information status. It could be money to pay the accountant, or several other possible issues.

The Administrative Law Judges are but one issue in the SEC prosecution system that has potentially violated the constitution on several issues.
In Lucia v SEC the SCOTUS said that the SEC had indeed violated the constitution in its method of appointing Judges. This system is still biased in favor of the SEC. The Administrative Law Judge says the defendant is guilty. The SEC Commissioners rubber stamp the Judges decision. Changes like allowing a defendant Full Discovery of all the prosecution's evidence and more time to prepare their defense are needed to bring this process even close to a level playing field.
The current SEC potential violation of the constitution, seventh amendment, involves the SEC levying fines without giving the accused the option of a jury trial. This issue is scheduled to be heard by the 5th Circuit Court of Appeals on 11/29/2023 in SEC v Jarkesy. This issue has many eyes on it and has attracted 29 Amicus Briefs. The seventh amendment says that if the government is going to take a citizen's property that citizen has a right to a jury trial.
The SEC with the help of Congress set up a system where they could investigate a person or company for years, file charges against them, give the defendant 30 days to respond, while trying to force the defendant into a 'without confirming or denying' plea deal with thousands to hundreds of thousands of dollars in fines. Traditional Federal financial prosecutions take years and hundreds of lawyer hours. The SEC wanted none of that, they wanted quick results with financial penalties. Why are quick results important to the SEC? Every year Congress reviews the SEC budget, the number of charges and fines they produce is significant to their perceived performance by Congress.
Which ever way the 5th Circuit rules this issue will probably be appealed to the SCOTUS.

The SEC had hiring and firing control over their Administrative Proceeding Judges which is how they achieved a 90% conviction rate when similar Federally adjudicated cases averaged a 67% conviction rate.
Under the AP process defendants had a very short time frame to prepare their defense and had limited access to the prosecution's evidence.
How does someone prepare an adequate defense if they can't see all of the evidence against them before going to court? Sounds like the legal system in a Banana Republic not the USA.

IBEX does not have possession of the actual shares because the loans have been repeatedly rolled over rather than converted into shares to avoid further BIEL dilution. St John's has been doing the same with their convertible loans. This is a strong indicator the Whelans feel that BIEL can succeed. IMO, a prosperous BIEL is the only way that they get their loans repaid.
The actual number of shares IBEX and St John's have rights to fluctuates with BIEL's Share Price.
