YES, Both moderators had great insight and knowledge. The Panel obviously were very well educated and had both knowledge and vision to match…. I have a whole new view of The Albanian Minister as well. She has taken on the whole system and getting the country ready to be be totally cross checked and ready for renewable energy . The days of Totally hydro are going to be a rear window issue. I liked her views on tourism and how important it is going to be……Wonder if FALAK will consider a Stockname change to include everything?...

Weeding out the the decades old Communist block Crooks that have been sucking the country dry for years. IMO it will take many years to get Albania on a track that the rest of the trading world will except as Legit and can be trusted. This and other reasons is IMO why the 3-power projects are dark… There is just no incentive to get raped by the system.
Considering this is a 2017 article and two years before the current Minister of infrastructure and energy took office and shut down all small hydro and the larger hydro is in question. I wouldn't get to excited. In most DD that can be obtained the new direction is wind and solar Hydro is on the shelf. IE: No news on hydro in general and 3-power particular. IMO. The tree hugers as they have been referred have the high ground. Any future hydro building will need to abide by all the new regulations / laws that are on the books and being introduced all the time. So what ever 3-power had the beginning is not what they have now. The reason we have no filings…..It isn't because they have some grand deal or some super financing in HYDRO POWER ALBANIA…imo

IT'S TIME TO FIRE THIS UP….
I HAVE thought over the last 18 mo. that it looks like the Albanian gov. and particular the energy ministry have been trying to prioritize the infrastructure projects into some sort of spread sheet just for the soul purpose of keeping people working and external investments flowing into the country.. I truly believe it has been like birdshot on a target and had no sense of organization. IMO. It then would bring some sense as to why the whole Albanian info. pipe has been dark. With all this said, I also now believe if any of what I have said is remotely true we should be close to hearing some reporting from the Albanian Gov. on infrastructure progress and when and how it moves forward….imo

Considering the cloak of total darkness fell over Albania Energy in( Dec. 2018-present) This report came out in JUNE 2019…...I only ran my eyes over it looking for key words Ie Shala Drin PSPW etc.. Minister of Infrastructure and Energy, Belinda Balluku has presented the opening of the 140 MW International Photovoltaic Energy Auction, which will be built in the Karavasta area and is part of the Government's strategy for diversifying renewable energy sources.
The park will be located in Divjaka municipality, in Remas area where there are 122 hectares of land and in Fier municipality, in Libofsha area where 76 more hectares are included. Although baptized as the Karavasta Park, the construction site of the Photovoltaic Park has nothing to do with the Karavasta Lagoon, and designers have tried to stay as far away from the lagoon and protected area as possible.
The set of procedures to be followed for this auction has been assessed by Minister Balluku as a model package, which has received the support of strategic partners. According to her, the transparency provided through these procedures will guarantee greater participation and competition from foreign investors.
“This auction marks a new milestone in terms of procedures organized by the Albanian Government. This is a model package, built step by step with all EBRD assistance, support and consultancy. We have fully adhered to their advice, which has been well documented and has been the result of best practices in other European countries for the same procedures, ”said the Minister of Infrastructure and Energy.
A major achievement of this procedure is that there will be no negotiation phase between OSHEE and the winner of the auction since the contract is part of the documentation of this auction and is not pre-built. Within this package is the "Development Permit", approved by the National Territorial Council. The auction procedure deadlines are well established and the opening of the financial offers of companies that will pass the first stage of qualification, will be open on April 7, open to the public, in a live broadcast.
Renewable energy is one of the main issues already discussed by the European Commission and for which each country has its own obligations. In this context, the problem of renewable energy for Albania relates to its dependence on the weather and the amount of rainfall that subsequently supplies the hydropower basins.
Diversifying renewable energy sources would help reduce import purchases, creating opportunities for domestically produced not only renewable hydropower. “We have launched a study, based on a previous World Bank study, which divides Albania into three zones, where photovoltaic parks can be built and certainly separated by the geography, amount and efficiency of daily energy production that these zones can bring you, ”said Balluku.
The minister stressed in her presentation that the Caravasta Park is the largest photovoltaic park planned to be built in the country with 140 megawatts. “This is a capacity divided into 70 megawatts for production and sale on the free market, while 70 megawatts will be below the regulated price, or otherwise known as PPA. The regulated price will last for 15 years and will certainly be purchased by the Energy Distribution Operator, ”Balluku said.
The selected procedure and area provides an investment that is quickly returned to the investor, but in turn guarantees the Albanian state a domestic production at prices as low as 70 megawatts.
This is an auction process, not a tender, and therefore the 55 Euro per megawatt price set in the bundle of procedures is the ceiling price. The winner of the auction will be the one who will offer the lowest bid for the regulated price.
Minister of State for the Protection of Entrepreneurship, Eduard Shalsi, who spoke in this presentation, focused on the reforms and profound changes that have been made in the energy sector: “Let's not forget that Albania was on the verge of an energy collapse in 2013, with state-owned companies almost bankrupt, while all these years apart from strong measures, we have been able to get the power system back on track, reform the legal framework and, above all, build strong institutions. The Electricity Distribution Operator is projected to invest around 73m euros this year in the distribution network. In an official document, the company points out that the bulk of the proceeds will come from the company itself, while the World Bank-backed recovery project will also have a separate fund.
“Implementation of the investment plan according to the approved long-term plan has brought results in reducing losses and improving the quality of customer service. However the impact is partial and the major effects on reducing network losses under the plan will have a full impact on the financial performance of the company, as investments are extended to improve most of the network. The investments have been sustained and will continue to rely primarily on the company's internal resources (annualized profit) as well as World Bank credit financing. The projected investments to be capitalized for 2020 are 8.93 ALL 5 billion of which around 1.6 billion ALL from the World Bank loan.
Due to difficult financial conditions last year as a result of high imports OSHEE suspended 69 investment projects. The company announced that 2019 is the first year that it will come out with losses after 4 years of successful performance. These losses amounted to ALL 7.7 billion or about EUR 63 million.
Last year expenditures for purchasing and transmission of electricity were 29% or ALL 9.7 billion more than in 2018. “As a result of prolonged drought, the production and supply of electricity by KESH at a regulated price of 1.5 ALL / Kwh was significantly reduced, forcing the company to buy energy in the import market at an average price of about 9.2 ALL / Kwh. The cost of electricity purchased for the tariffs due to non-supply by KESH is expected to be 5 Lek from 4.13 Lek planned with an effect of about 5.6 billion Lek more ”OSHEE announced.
By 2020 the distribution company forecasts that the amount of energy injected into the system for 2020 is projected to be 6,495 GWh. The amount of power sold is projected to be 5,196 GWh and the amount of power to cover losses is projected to be 1,299 GWh, with the projected loss level being 20%.
