You have some things somewhat mixed here. The conversion you speak of below relates to a line of credit extended by business partner Wanderport. The line is largely unutilized at current, and as can be verified in the latest financials.
The .0015 you speak of is something else. It relates to the price equivalent of shares distributed for the repayment of debt. But understand, the debt is only owned to the owner who funds to keep the lights on. Is it an absurd rate? Of course. But it's not a lot of shares in grand scheme of things.
Above all else, dilution can be measured. And it has been proven here without doubt that dilution has been minimal, and exceptionally minimal in OTC terms.
The problem with SIPC commons is that they are relatively unknown to the masses. There were 715 shareholders as of most recent financials. I'd guess no more than 100 are actively buying and/or selling shares. It creates instability for the share price.

Awaiting label approval. A distribution agreement with Sparta Beverage is already signed to cover the territory. The specific approval is Certificate of Label Approval (COLA).
This should remain in mind as the business expands. Label approval will be required for every state where SIPC hopes to sell cans of its line of Hemp beer products.

For context, the 2018 Q2 financials reported 318,690,822 shares outstanding as of August 14, 2018.
That equates to less than 29 million shares worth of dilution over a 12-month period. That's nothing. At that pace, it will take 3+ years to add 100 million to the share account.

In terms of timing? I think the FDA policy on CBD will trigger a significant return in volume. I would expect some form of clarity on CBD policy this fall. For that, I tend to keep myself up to speed on the public commentary of Amy Abernethy and Lowell Schiller. There's a good deal of content available - a good number of tea leaves - to hint at the direction the FDA may be leaning.

I think what's most relevant in terms of SIPC, is that THC remains illegal under Federal law and is likely to remain illegal for several years at minimum. THC certainly cannot be added to the food supply under Federal law and the supervision of the FDA.
Full spectrum CBD is actually very common in terms of its applications and current-day use. As you point out, it has THC in it. Trace amounts or otherwise.
Most importantly, the FDA is about to establish the playing rules for CBD, and anything with even trace amounts of THC is very likely to be considered illegal for the food supply. We need to ponder this for a moment.

Luckyus - this is precisely why they are not selling CBD currently. FDA regulations are expected to be issued this fall. By that time, the first run of Hemp IPA at Nine Bands should be complete. Additional distribution agreements will be signed in order to cover Texas and the southern states. Then, in 'early fall' per the FDA, CBD regulations. After which we can produce CBD Beer.
It is good that CBD technically illegal still. Who would we distribute it to? We need to build those distribution channels. Next stop is our H-IPA (without CBD) to be brewed by Nine Band Brewing Co and distributed throughout Texas and the southern states.

Technically, CBD in the food supply is illegal today. Some states persist all the same due a lack of clarity in terms of regulations (they don't exist). It's not entirely different from how some states today, have MJ laws that are more liberal than Federal laws. Similar with CBD.
But this is about to change in a big way, and very unlike the current environment with MJ. CBD regulations are coming. The FDA has admitted as much. There will be a major difference in terms of what is permissible for consumption, both in raw CBD form, or CBD in the food supply, after the FDA regulations are in place.

As for the State of Texas, they are very favorable to Hemp and CBD.
