This is an interesting outlook, but its from 2007. The problem is, the EU, Asia and the US are not aligned with Russian or former CIS nations on how the power will play in all this. Russia took full advantage of the energy boom and then busted the western banks! See Sakhalin II and see TNK-BP. Then read how Exxon is (now) having troubles with the Russian Government and the Japanese and the Dutch literally got burned....
I think it will be a slow road to recovery for Russia. They burned bridges. Take your pick in any industry:
-Oil & Gas (Sak II, TNK-BP, Shtockman)
-Airlines (Boeing out as the major to rebuild the Russian Airlines Fleet)
-Auto INdustry & Ford (now fully Unionized in St Petersberg and with wages going (way) up, probably will move to the Ukraine AND with the Tax Putin put on the foriegn auto industry....
-Banking.....wetern banks all but closed down with "interest restrictions."

Yes, I know about them and they are backed by GM... But GM (in Russia) is the majority owner of "Niva" and manufacture's care in Russia and the Ukraine. Ford makes cars in St Peterberg and Chrylser owns a minority portion of Volga. Volga also has rights to instal Chrylser engines.
Here's what I think, based on what I've found so far. I think GM is one of the group's behind this sale and is using one of its JV's to make the deal. I think this distributorship will be in St Peterberg Russia, which by design is the gateway to Western Europe and Russia (I know this because I've brought Drilling Rigs in from Germany through St Pete). This is also where "GOSTS" and "SNiPs" are developed for technology, when items (such as the H2 Oxy) need to get "certified" by the authorities. I've got Vladimir (my security chief) on the trail of the GOSTs and SNiPs to see who's lobbying to get this type item "certified." If its sold in Russia, it will have to have a GOST and SNiP Certificate stating its approved by the authorities. This process takes about 20 days (been there & done that many times with oilfield technology) and if the items are not Gost & SNiP'd, they will sit in customs until they get clearance.
Ok, with all that, I think this "Toshkent" entity in St Petersberg is the key and with the authorities there, and these units being "ditributed in Russia and Western Europe" then St Petersberg is the ideal location.

and more just like that and they're spread out all over Uzbekistan, with some in the Ukraine, Kazakhstan, Georgia, Turkmenistan and actually 2 now in Russia (my security chief's checking them both out in St. Petersburg and Volgagrad - just up the Volga River from the Caspian Sea).
I travel quite a bit to the border of the Volgagrad and Saratov Regions, we're currently drilling there, so may take some leave from a business trip there May 11th. I will do this if the company hasn't released more information on this Toshkent Overseas Company before then.

From my security cheif's review, Tashkent is a city, but there is a huge company by the name of Toshkent (translation spelling). There are 41 companies from that region with the name "Tashkent" but only 1 with a subsidiary with offices in Russia.
Again, my security chief's on the job....I trust him and he's a former KGB (now FSB) guy, who's well connected.

Toshkent is actually a Uzbekistan Company, named after its Capital City. It has several subsidiaries and Toshent appears to be one of them.
My security chief is looking into their financials to see if they have the capacity to fly this deal. So far, looks fair-good. Not a lot of info, but there are offices in Russia. Getting more later this week.

Yep, and beyond! I see a good position here at a cheap buy. I think it'll dip to .015 once more and thats what I've got my "AUTO" set at. Even if it goes to the .02 this week, its well worth it. Remember, the closer we come to May 9th, the more rare this stock'll become.
Anyone want to take a stab at what buyout price could be set at?
One more thing. If I sold Monday, I'd make really good as it is on this "little scammy" as you say. Call it what you want...I'm up more than 450% on the average. If it pays out the .42....I'm going fishin'.

I dont agree. I've been involved in mergers and buyouts and know that a legitimate company will do its DD via independent third party audit with NO exceptions! The shareholders (senior and executive, as well as any publically traded group of shareholders) would demand an audit and review of the asset to be procured. Standard policy from my experience.
This also prevents any "we didn't know that" in the process and really steers off any future potential litigation (such as environmental, permits, licenses and other agreements). Even when you buy a house from another person, the title company does its work to ensure the buyer has "clear title." This practice is no different in business, to make sure a financial position is secure.
I'm not an expert in any of this, but know what I've been involved in and can see some common sense in this. I think this is still a valid point and know if I'm the buyer, I'd do the same.

I just got an email back from Nancy Lewis, with SAE Pennsylvania and its ooochen hadashore novesti (very good news).... (shocker for me).
It appears "a member of Tectane sits on a board for SAE" according to the email I've received from her. She did not elabortate, in terms of "who" or "what board" or "in what capacity," but in my view, this is enough for me.
If Tectane has gone this far to have a member on a board such as this, this opens a whole new line of thought and I've put emough in my etrade to double my position.
I've sent a followup to check on "who" "what" and "what capacity"......
In addition, I've got a missed call from Vladimir (my Chief of Security in our Russian operation) and an SMS about this "Toshent Overseas" company in Russia. Will let you know what he's found out by Monday. I travel to Moscow tomorrow, if I can get a flight from either Almaty or Astana.
I gave him specific instructions on what I need to know, so I hope he has some good news (company address, contact number, contact person, company affiliation....business type (as they have to be licensed with the Russian Federation), who they bank with (important for tax authorities), and what their associatin with the customs and other authorities is.
(Please note, he's doing this as a favor, even though he works for me-not breaking any corporate ethics here).

Wrong. According to the IRS, there are specific requirements for filing and payment. Completely contrary to what you've stated here. Even if its sold at a loss....it still has to be filed for credit.
The filing is the issue at hand. We (as the shareholders and supposed to be the recipients of the Divs from the sale) have a right to know all information pertaining to the sale. At the moment, all we know is its sold for $65 M.
If the Divs would have been paid and the stock buy-back happened as stated (and the stocks cancelled) then this would not have been an issue, the SH's would have been paid. But since NONE of this has happened AND the company has NOT responded to SH's concerns publically OR made any valid efforts to resolve the matters, what are we to assume?
From a business perspective, what do you expect on your investment? PERFROMANCE? I do! Cheers, GLTY

From our Socio-Economic fund, we gave the Nogliki Sakhalin Administration 45 Million Rubbles in 2002 because none of the administration had been paid by the Russian authorities for over a year. The same day we gave this money (which was also for us to set up an office in their office building), we were asked for $5 Million USD, for the next year's salaries.
I'm almost there now...been working here for the past 7 years all over in the Oil & Gas & Heavy Construction...Sakhalin, Khaborovsk, Vladivostock, Moscow, Saratov, Usinsk, Tyumen, Novy Urengoi, Komi Republic, St Petersberg...now in Almaty and Aktau. I know these areas enought almost to be a tour guide.
Dont know what or why your trying to discredit me...but I can give you names! of people in each branch of the authorities. Talk to ANY procurement manager that works here. They'll tell you straight up what the deal is.
I oversee the overall Risk Management Group, with HSSEQ (Health, Safety, Security, Environmental, Quality), as well as special projects around Socio-Ecnomics). I'm involved with the authorities that go along with this.
When I do DD on contractors, you have no idea how many visits I get for these companies to "buy their way in" and then from the authorities who constantly fabricate matters to grease their palms.
AND...two years ago, when we imported new techology in for our waste management efforts (Thermal Desorption), we were "asked" to pay a "fee" for a study to "speed up the approval process."
I've been in meetings with large oil companies, where "study monies" were asked for in open air forums. Yeah, the studies were legit, but were to be done by a third year student, who would also be paid 10,000 Rubbles...but WE paid 300,000 Rubbles.
So dont dare to tell me I "read this from a book" because if YOU want, I have it all....documented.
