The comment was made with tongue in cheek. Back in the 2008 timeframe, when NNRF was a train wreck of a company supposedly in the radioactive waste management business, StockTiger was an unabashed promoter of NNRF as a stock picker, chartist, and stock newsletter writer. Many considered NNRF at that time a classic pump and dump scheme/scam. JellyDonut, want to add anything?

Looking back, the Atoll mess is (was) one of the most troubling aspects (as far as official and unofficial NNRF communication to the investor community goes) of this classic pump & dump scam.
What does it take to get delisted on the pinks? Anything? If there are any thresholds to be maintained, one would think this POS crossed them long ago.
Chrf4, I am reposting one of the last treads in Stocktiger's NNRI forum before he shut down the NNRI discussion. Of course being a ST reply, its value is dubious at best. I can't recall if their was ever any discussion of any inter- relationship dealings between Atoll and Velcont in any NNRI filings. Regardless, I don't think anyone on the left side of the pond have much of an idea what Atoll is worth.

Job well done by Holt Smith and Lawrence McQuade. Scam job completed and it's on to the next one. If and when a new filing is presented, don't be surprised to understand there are no assets.

On a lark, I recently tried calling the phone number listed at the bottom of their last press release and to my surprise somebody answered. It was Jim Hock. Jim was the former Investor Relations contact at NNRI. (hasn't been involved with the company for six months)
It was a short conversation but below is a summary of what he had to say: (for what it's worth)
* was disgusted with the management of NNRI for not getting out a recent audited financial statement. With no audited financials he saw no chance of availability of investment money. Especially for a pink sheet. Supposedly relayed his concerns to management. Also claimed foreign investment in Russian equities has slowed to a trickle in part caused by Putin's adventures in Georgia, etc.
* failings of the company weren’t helped by the lack of experience of executive management in running a public company
* wasn't sure what the company was doing now if anything
* wouldn't discuss Richard Wall

Anyway, what a total mess (or any other description one chooses to use) this has been. Lesson learned.
LOL - Stocktiger has locked the NNRF forum on his website. Probably got tired of banning people from the site for telling the truth about this scam and his involvement.
A very similar question was posed on Stocktiger's site recently. Below is the question and his reply.

With no news , no coomunication with anyone it seems, a no-show at the recent Moscow confernece, and with a stock price of a penny do you think NNRF really still exists as a operating entity trying to sell something to someone? Want does your gut tell you?

for a company to operate seems they need to answer a phone and email and file SEC reports and so forth. Unless they do those things one would guess they do nothing.
