This is my feeling too... as frustrated as I am with the lack of news I see it as managements hands being tied on this one. They can not really do anything more than they are doing. The Chinese staff are working with the officials to work out the details and any other news release will just be seen as another meaningless promise of future possibility. From what I am reading in the Chinese news it appears that the steel project is moving forward and the land designation issues are being resolved which seems to be the holdup.
Doing anything in China usually involves a heck of a lot of waiting...

Honestly I don't think there is much else they (management) can say. I am very frustrated and on the edge with the delay here but I honestly believe we are at the mercy of the Chinese system and waiting for them to pass on the final approval.
What else can management say other than we are working hard in negotiations to secure the terms from the NDRC and construction permit? We already know that.
They could come out with more fluff but what good would that do?
My feeling is they should never have given dates in that infamous Dec. release... but I also believe that was what they were told by officials they are in negotiations with and they truly believed they would have the numbers when they said they would.

Anyways... As someone has already said you are not likely to find the English name "Welwind" or Windcor" in the Chinese press, apart from possible appearances of company news releases. This is because in China all companies are assigned a Chinese character name, with characters usually chosen for phonetic similarities with meaning as a secondary factor. All companies including large ones are given new names for China use. Coca Cola becomes KeKouKeLe. Pepsi becomes BaiShi KeLe. McDonalds becomes MaiDangLao. Walmart is WuErMa.... and so on.
Welwind's assigned characters are pronounced WeiLi and the literal translation is great power or mighty force. The characters for WeiLi are added to the standard "GuoJiNengYuanJiTuanYouXianGongSi" used for many energy companies meaning "International Energy Group Ltd."
I tried to spell it out in the "Chinese Research" thread on yahoo... and was met with a great deal of bashing of course.
All that to say if you want to search for independent Chinese sources you need to use their Chinese character name.

As per the question about why not anything more recent? My answer to that is the Chinese media reports on actual events such as the groundbreaking in Zhanjiang, the turbine installation, etc. There has not been much to report because most of the work has been behind the scenes dealing with officials. Their was the article last fall on the Ningxia JV with a picture when that was still in the works. I agree the reports are few, but there are some and for me that says that something is happening there.

My guess (and this is just a guess based on my China experience) is that they may indeed have the PPA approval but it needs to be "chopped" (red stamp) by several different departments, which would include the construction approval bureau. Doing business in China is a nightmare because your timetable is at the mercy of the whims of officials. A nice meal out can accomplish alot... maybe they need to grease the wheels a little with a nice official banquet.

I certainly am hoping for greater detail to be released on the Zhanjiang project. There must be something in the works if they are updating their website. Their was no mention of the JV on the website so it is not that. Lets hope they are adding detail of the terms for the Zhanjiang work.

The China office was listed previously on the contact page, I called them last week. I was able to talk to someone which surprised me since it was a holiday week. They did not give me any info but I was encouraged that there was someone there, and they did verify that they work for the project. The office there is actually the Windcor office in charge of developing the Zhanjiang windfarm.

I like many others am getting tired of waiting for substantial waiting... I have days when I wonder maybe we are being scammed here? But then I think about what we know...
1. Welwind has a presence in China. I called their China office and spoke to someone there, they were not willing to give me any info on the status of the windfarm but I did not really expect them to.
2. They are in the process of finalizing JV with Ningxia Electric. NEP is not an unheard of entity, they are a large former state run power company with multiple projects going on.

4. Their Zhanjiang project has gone through government tests for conservation purposes.
I know from personal experience that you never believe anything you hear or are told until it actually happens here in China. I would have thought that Welwind would have learned that lesson by now, they should never have released the "by Christmas" time frame. I am sure that is the time frame they were told by officials and the officials did not come through.
The waiting is tough but I really believe we will be seeing news, hopefully sooner rather than later.

Welwind Announces Additional Acreage Secured for Its Canadian Windfarm Project

The company is seeking private land to minimize the environmental process and high costs that are inherent with Crown Land.
Initially it was announced that the company would be pursuing approximately 13 quarter sections (approximately 2300 acres) of privately owned farmer's field property. After multiple meetings, the company then doubled its land position to 4680 acres (28 quarter sections) earlier this summer. The Peace River region is known to be one of the windiest areas in B.C. and is currently being considered by many wind developers, with some wind farms now under construction. anyways, I have been doing some more digging for info... looking into Windcor in China to try to find more info on the Zhanjiang project. For those who don't know Welwind and Wincor are working closely on these projects. Shannon de Delley (the managing director of WWEI) is the President of Windcor. WWEI has signed a developmental agreement with Windcor.
To start with I needed to find Windcor's Chinese name. I started with Mr. de Delley's at the bottom, and since he mentions Windcor found it there.

Windcor is developing the project in Zhanjiang that Welwind is invested in. The project seems to be moving forward according to this. I also found several articles but nothing new.

My purpose in doing this research is to refute claims that WWEI is a scam company, and they are not even working on projects in China.
I have lived in China for several years and done business there. I will say that the business climate as a foreign investor can be quite challenging and frustrating. It takes a while to get things done, to get things approved when it involves officials/Gov. bureaus, etc.
I have a limited knowledge of Chinese and Chinese characters. I have used that to do some research to see
1. If in fact WWEI is to be found in China,
2. Is there a wind project happening in Zhanjiang as mentioned on the WWEI website.
3. Is there mention of WWEI being involved.
To do that I first started with WWEI's name. In China, everything foreign is given a Chinese name using characters, foreign names are not used (or are used in tandem with the Chinese name). This includes people's names, companies, etc. It usually is designed to be similar sounding (transliteration) or sometimes meaning is involved in choosing the name. For example, Coca-Cola becomes KeKe KeLe, Pepsi becomes BaiShi KeLe. WWEI's Chinese name is found on their website in the press release from 2006 for the ground breaking of the Zhanjiang farm. The name is (Characters deleted) is referenced as (characters deleted); or WeiLi Investment Corporation (this is the shortened version). The literal translation of the name (WeiLi) is "Great Power" This is what you will see in Googlish translations of Chinese webpages, look for Canada Great power or Great power of Canada
With this information I began searching for (characters deleted) and (characters deleted) on Chinese search engines. My goal was to find mention of them and their involvement outside of company releases...
here you go- some googlish translations of Chinese news sources. It is hard to understand the Googlish but the point is they are there. They are older articles (most from 2007) but they are in my view outside sources of evidence of involvement.

Sorry for the length of the post but I wanted to be as detailed as possible to show that Welwind is a player in China and not a scam... if you don't believe me learn Chinese.
I will admit the company has made mistakes on timelines and that has hurt their credibility but they are involved and I am willing to wait for the PPA's to start coming, because they will come...
