I am a professional investor, but not in stocks. I buy, develop and resell small, private technology companies and would rather take bullet throught the head than go public. On an average day, I am probably smarter than the GBRC people, have more liquid assets than them, sleep better than them and have an ego that is only 1/10 the size.
My wife bought MSRM stock during her first foray into day trading - ignoring every conceiveable fundamental. (You bought WHAT?...deep sigh...) MSRM/GBRC was/is a Las Vegas style bet, except you don't know the rules or the odds and the dealer's ethics are now in question as well.
This is no more of an investment than walking into a casino and calling a wager by the same name. The best anybody can hope for is that 1) MSRM spikes upward and you dump it as other fools buy in on the next wave of propoganda, or 2)GBRC eventually make good on their promise, and 3) they simultaneously get bought out by a petroleum giant in a mercy buy - just to make them go away. I am an engineer. I call GBRC a gnat-technology company with patents that are pesky and probably useless. Once they get sued (it won't be long) then the share price will tumble again. Welcome to trading thin-float, small cap stocks with clowns for management!
Regardless, per the SEC filings, MSRM should not (probably has not) issued any new shares since about October of 2006 when they signed the merger with GBRC. Your problem should (I hope) predate the GBRC agreement of late 2006. I do not think any internal person would be dumb enough to issue new shares after the agreed 1 for 7.14 swap. Even more buzzers would go off everywhere.
Also, all of these problems I mention are internal to MSRM/GBRC and their official statements. They just won't facilitate the exchange of shares! Your specific issue sounds like it could be a fraud started external to all of the official mayhem. There is no telling who all is involved and who they work for.

When analyzing the facts, play close attention to the official releases from MSRM/GBRC, the filings and the dates. I am afraid you may have an 18 month old problem. There are many newer ones.
