NEW YORK (AP) — U.S. communications regulators on Thursday rejected a Chinese telecom company's application to provide service in the U.S. due to national security risks amid an escalation in tensions between the two countries.
The Federal Communications Commission on Thursday voted unanimously, 5-0 across party lines, to reject China Mobile International USA Inc.'s long-ago filed application. The Commerce Department had recommended that denial last year.
The company, which the FCC says is ultimately owned by the Chinese government, applied in 2011 to provide international phone service in the U.S.
"Granting China Mobile's application would not be in the public interest," said FCC Chairman Ajit Pai. "There is a significant risk that the Chinese government would use China Mobile to conduct activities that would seriously jeopardize the national security, law enforcement, and economic interests of the United States."
Pai said during a press conference that the FCC was also looking at authorizations given years ago to two other Chinese carriers, China Unicom and China Telecom, for U.S. operations. Commissioner Brendan Carr, who, like Pai, is a Republican, had said earlier said the FCC should investigate whether China Unicom and China Telecom should have their authorizations revoked.
Commissioner Jessica Rosenworcel, a Democrat, criticized the agency for not doing enough to protect U.S. networks, adding that Thursday's vote was just "performative security" on an application that had been on "permanent pause" and sitting around for more than eight years.
The Trump administration has been pushing against China in several ways. It has been pressuring allies to reject Chinese telecom equipment for their networks, with limited success, citing security risks from Chinese telecom giant Huawei. The FCC has also proposed cutting off funding for U.S. telecom companies that use equipment from Chinese companies deemed national-security risks. That could hurt small rural phone companies who have that equipment in their networks. This measure hasn't been scheduled for a final vote.

AURORA, Colo., May 13, 2019 /PRNewswire/ -- Raytheon Company's (RTN) GPS Next-Generation Operational Control System program, known as GPS OCX, completed final qualification testing of the system's modernized monitor station receivers, which are now ready to be installed around the world starting in August. GPS OCX is the enhanced ground control segment of a U.S. Air Force-led effort to modernize America's GPS system.
"The modernized receivers give GPS OCX the ability to receive and decrypt all GPS III military and civil signals, a critical capability the current system doesn't have," said Dave Wajsgras, president of Raytheon Intelligence, Information and Services. "Monitor station receiver installation keeps us on track for full system delivery by our June 2021 contractual deadline."
The modernized receivers will measure and monitor legacy military and civilian signals sent by the current GPS satellite constellation plus the new signals sent by the next-generation GPS III. The receivers will also feed correction models at the master control station, giving U.S. Air Force satellite controllers the information necessary to make key adjustments to maximize accuracy.

So, I looked it over, their history a little this morning and when I can’t figure it out, I try to reply to someone like yourself, that I respect, anyway with a with a little humor and hope there is some truth to it.

The IEEE logo has an arrow inside a parallelogram. The parallelogram signified this famous experiment by Benjamin Franklin.
The Institute of Electrical & Electronics Engineers evolved from two separate societies, the American Institute of Electrical Engineers (AIEE), formed in 1884, and the Institute of Radio Engineers (IRE), established in 1912. The two groups ultimately realized that their general interests lay together and so in 1963 the AIEE and the IRE merged to form the IEEE. The IEEE emblem today is a culmination of the original society emblems.
A committee headed by Alexander Graham Bell in 1893 designed the AIEE's first member badge. Its kite-shaped outline represented Benjamin Franklin's kite. U.S. prosecutors filed criminal charges against Huawei Technologies Co., China’s largest smartphone maker, alleging it stole trade secrets from an American rival and committed bank fraud by violating sanctions against doing business with Iran.
Huawei has been the target of a broad U.S. crackdown, including allegations it sold telecommunications equipment that could be used by the China’s Communist Party for spying. The charges filed Monday also mark an escalation of tensions between the world’s two largest economies, which are mired in a trade war that has roiled markets.
In a 13-count indictment in Brooklyn, New York, the government alleged Huawei, two affiliated companies and its chief financial officer of fraud and conspiracy in connection with deals in Iran. A 10-count indictment in Washington state accused the company of stealing trade secrets from T-Mobile USA Inc. and offering bonuses to employees who succeeded in getting technology from rivals.

The U.S. Justice Department will pursue a criminal case against Chinese tech giant Huawei for alleged trade secrets theft, according to The Wall Street Journal.
The charges revolve around theft of trade secrets related to a robotic device called "Tappy" made by T-Mobile, which was used in testing smartphones, according to the report.
The Wall Street Journal reports an indictment is expected soon.
Huawei declined to comment on the report.
The criminal case reportedly stemmed from a civil case filed in Seattle District Court in 2014, in which T-Mobile said Huawei stole its proprietary technology after Huawei "abused its relationship as a phone handset supplier for T-Mobile to obtain access to T-Mobile's robot and, in violation of several confidentiality and nondisclosure agreements, copied the robot's specifications and stole parts, software and other trade secrets."
T-Mobile claimed in the 2014 complaint that Huawei employees stole the robotic trade secrets at the direction of Huawei's corporate research and development team based in China. Huawei fought the claims, and the two sides sparred until a federal jury awarded T-Mobile $4.8 million in the case in 2017.
The case comes on the heels of controversy over the Dec. 1 arrest of the company's CFO, Meng Wanzhou in Vancouver. Meng is the daughter of the company's CEO Ren Zhengfei. On Tuesday, Ren praised President Trump and his efforts at forging a new trade deal with China, while emphasizing the negative effect "the detention of certain individuals" could have on U.S.-China relations.

The court has banned the import and sale of nearly all iPhone models in China, according to a statement Monday from Qualcomm. Apple is already disputing the scope of the ban, saying it only applies to iPhones that run on an older operating system.
