There is absolutely no verification that Saagar or CETX are under any kind of investigation by anyone. There is no case, there is no trial.

There is nothing in the link you provided that has ANY relevance to Cemtrex.
All insignificant information in the face of the SEC never having "investigated" CETX much less EVER charged them with any wrongdoing.

In regards to a company other than CETX. There may be details not disclosed, like did they say that Bharat Parikh & Associates cooked some numbers or that they working with numbers that were cooked? I believe it was the latter. They weren't charged with anything and this has nothing to do with and says nothing about Cemtrex.
The SEC requests information from companies all the time. In the top link you posted, the SEC wrote CETX in March 2014 asking a question about a 2013 filing and obviously the company answered it to the SEC's satisfaction or we would have heard something a long time ago. There is NO evidence of the SEC currently investigating CETX, nor is there any evidence of them ever investigating it for anything criminal.

Once again, just because the SEC requested further information and included their standard, cautionary, boilerplate disclaimer on the letter is no proof--or even intimation--that CETX is under any kind of investigation.
The SEC is an important regulatory agency that protects investors from fraudulent practices by either companies or other investors. They can bring charges against companies for making false claims and investors for manipulation of securities. Here is an example of some of their good work:

Fortunately, there is no evidence that the SEC is concerned about the legitimacy of CETX.
There is not a single piece of evidence of any wrong doing, or of the SEC accusing CETX of any wrong doing, in any one of those links, some of which are quite dated.
I opened about 8 of those and didn't see anything about any fraud, or even about an investigation of CETX. I can't infer from anything I read that anything is amiss.
There has never been any evidence that the SEC has any investigative interest in CETX, only unsubstantiated claims.
